Job Title: Head, BSS/OSS

Locations: Lagos, Nigeria

Job Summary: The Head of OSS & BSS will provide leadership in the development, implementation and maintenance of the BSS & OSS stack, including; Service Assurance, Order Management/Fulfilment, Customer Management/Service Delivery, Charging/Billing, Revenue Management, Service Engagement & Support, Risk Management, Business Intelligence, etc. The individual will be responsible/ accountable for managing the products and services delivery lifecycle. S/he will provide critical input to process development & reviews related to OSS/BSS; change & issue management programs, vendor escalations/liaison/management, and other operational reviews.  Also, s/he will lead domain related strategic effort in ensuring excellent alignment of IT actions & investments with business objectives.  The role will also manage inter-departmental relationships especially with the Commercial, Network Engineering & Operations, Finance & Internal Control departments.

Principal Functions:

•   Establish and maintain a world class OSS/BSS architecture, consistent with best industry practice and fit for delivering on EMTS? business objectives.  Work with the IT Strategy & Architecture team and other related parties to identify, prioritize and implement the right strategic investments and actions in the OSS/BSS domains to achieve business objectives;

•   Lead and provide broad development experience covering design, architecture, build, integration, quality assurance, support and optimization for large scale product and service delivery infrastructures.  Responsible for driving innovation in the OSS/BSS space;

•   Establish and manage relationships with key internal and external stakeholders. Keep abreast of global and local best practice and products/offerings/technologies as it relates to the team?s functions;

•   Support direct reports / teams in managing deliverables, SLAs/OLAs, and driving actions / recommendations for improving service quality;

•   Major contributor to the IT design authority group (DAG) and capacity management forums.  Also, contribute to cross-program governance to ensure companywide alignment across Architecture, Data Models, Business Processes, Development, Integration, Testing, Deployment and Commissioning processes;

•   Ensure the right mix of competencies, tools and manning levels required to achieve the unit/ function?s strategy, and ensure consistence with overall business objectives.

•   Lead the identification and documentation of technical specifications for business solutions in the OSS/BSS domain;

•   Build a positive customer service/customer-centric culture across the OSS/BSS teams.  Maintain responsive maintenance, support and optimization organizations for systems being deployed and systems in operation;

•   Evaluate system efficacy in a continuous manner, develop system performance metrics linked with business demand drivers, and drive continual process improvement of OSS/BSS resources;

•   Liaise with Procurement division to document Requests for Proposal/Request for Quotation for new OSS/BSS requirements.  Provide input in the definition of criteria for evaluation and selection of relevant IT vendors and solutions in line with adopted reference architecture;

•   Provide leadership and guidance to team members and manage team?s performance towards the achievement of overall corporate objectives / KPIs. Mentor team members and develop their career potential;

•   Coordinate the solution development / product configuration life cycle, ensuring compliance with specified standards, procedures and methodologies;

•   Work with the IA and IT Security teams to drive actions and behaviors that eliminate / minimize operational risks;

•   Lead the definition of an approved OSS/BSS roadmap and coordinate / manage the roll-out of same;

•   Champion operational efficiency / excellence in the OSS/BSS space by continually driving initiatives and actions that consistently deliver strong performance across various dimensions;

•   Participate in post implementation review of all OSS/BSS initiatives and ensure benefit delivery in line with approved business case;

•   Prepare/compile agreed periodic activity and performance reports for the attention of the Director, IT Strategy, Architecture & Planning;

•   Perform any other duties as assigned by the Director, IT Strategy, Architecture & Planning.

Educational Requirements: First degree or equivalent in Engineering, Computer Science/IT, or a related or relevant discipline.  Postgraduate and/or professional qualifications in related fields will be an added advantage

Experience,Skills & Competencies:

•   9 – 12 years of combined Telecom/IT experience in leading and high-impact role(s) with progressive levels of responsibilities with at least 3 years in a solution architecting & supervisory/managerial role;

•   Strong OSS / BSS experience implementing products and services in a large and very dynamic telecoms/mobile operation.  Must demonstrate exceptional knowledge of telecoms protocols e.g. SS7, SIGTRAN, IP, CAMEL, etc.;

•   Strong technical knowledge of integration /middleware technologies and approaches, core network elements (e.g. SMSC, USSD GW, VAS platforms, etc.) including experience of the Intelligent Networks (IN)/Charging platforms, voucher management, CRM tools, etc.;

•   Successful candidate will be a self-starter, possess good people management / exceptional interpersonal and organizational skills; will have strong experience in negotiating solution architectures and implementation options.  Strong can-do attitude and aptitude to drive innovation within the OSS/BSS domain;

•   Knowledge of/experience in the Huawei IN nodes and the TIBCO middleware suite will be an advantage BUT a comparable experience (i.e. in other OEM IN technologies & middleware) will be acceptable in near equal weight.  Working knowledge and experience with service oriented architecture will be an added advantage;

•   Knowledge of/experience in BI&DW Architecture and Development and the Oracle BI suite;

•   Knowledge of/familiarity with TMF or related / comparable standards will be advantageous;

•   Proven hands-on technical leader having directly managed 10+ person teams;

•   Ability to communicate excellently (verbal and written), particularly in communicating complex technical details in very simple and clear business terms;

•   Ability to cope and deliver at satisfactorily high levels when under highly stressful conditions;

•   Exceptional analytical, quick-learning and critical thinking skills;

•   Effective at influencing and driving change;

•   Experience with producing business cases and UML/other renowned solution modelling experience
