Job Objective:
• To administer the company's HSE policies and advise, on regulatory compliance.
• To advise on HSE performance enhancement.
Job Duties/ Responsibilities/ Accountabilities:
• Provide advisory support to all departments towards ensuring statutory compliance, and enhanced HSE Performance.
• To oversee and ensure the implementation of the company's HSE policies and programs.
• Company's focal point for co-ordinating all HSE matters.
• Efficiently manage the department's budget for safety / firefighting / pollution control equipment, environmental studies and personal protective equipment etc.
• Set challenging goals for the HSE department and drive achievement.
• Draw up and implement programs to promote compliance with statutory regulations, and company's HSE policies, and procedures.
• Liaise with regulatory agencies to interpret existing statutory regulations, and advise company on the potential impact of previous/emerging regulations on operations.
• Sponsor and participate regularly in-house and 3rd Party HSE audits of company's operations/activities, and coordinate close out of action points generated.
• Participate in facilities design, and review HAZID and HAZOP.
• Ensure auditable records of HSE statistics, and periodically advise management on performance and immediate plans for continuous improvement.
• Develop and maintain a 'fit for purpose' emergency response capability for the company's operation.
• Oversee HSE competencies and requirements for all staff, and advise line staff accordingly.
Education Qualification: B.Sc. (Sciences or Engineering)
Professional Qualification: Certificate and/or Diploma in Safety Management
Experience: 10 Years in Drilling Operations
KEY COMPETENCIES REQUIREMENTS
Functional/ Technical:
• Sound knowledge of HSE, MS design and administration, HSE statutory regulations and applicable codes of practice.
• Hands-on experience in the management of HSE, and in the oil and gas industry.
• Hands-on experience in facilities and operations auditing.
• Sound knowledge of Emergency Response Plans, development, implementation and reviews.
Managerial: Team leader, and a resourceful individual.
Behavioural: Exemplary leadership, effective interpersonal skills, influencing motivational skills and compliance oriented.
