The Nigeria Program:  URC is currently seeking a Chief of Party to take over the implementation of a CDC-funded PEPFAR program for comprehensive HIV/AIDS care and treatment program in Enugu State, Nigeria.  The five-year program is currently in Year 2 and supports 23 health facilities in Enugu State with an office in Enugu and a current technical and administrative staff of 15.  PEPFAR program areas under this program are:  ART (adult and pediatric), PMTCT, HCT (counseling and testing), TB/HIV, Laboratory infrastructure, Basic Care and Support (adult and pediatric), and OVC.  The Chief of Party can be based in either Abuja or Enugu, Nigeria as PEPFAR staff and meetings are held in Abuja while program health facilities are in Enugu. The Chief of Party will be responsible for the following:

Minimum Qualifications
    * Masters of Public Health and HIV/AIDS programming experience.  Doctoral degree in medicine with post doctoral training in public health and/or epidemiology preferred;
    * 5 to 7 years of relevant experience in the design, management and implementation of HIV/AIDS programs in Africa. PEPFAR experience preferred. Note: candidates with clinical backgrounds are preferred.
    * Strong capability in and experience with a variety of research and monitoring and evaluation (M&E) techniques
    * Outstanding verbal, interpersonal, and written communication skills; high comfort level writing and presenting data and information in a compelling way to different audiences
    * Demonstrated leadership skills and ability to build networks and partnerships
    * Familiarity with CDC and U.S. government grants, rules and regulations is strongly preferred
    * Strong time management and organizational skills; demonstrated ability to work well independently and in teams
    * Track record of being able to produce work in a timely manner with flexibility when necessary to adapt to changing work conditions
    * Previous work experience Nigeria or west African region is preferred
