Job Title: Program Assistant, Community Medicine

Location: Akure, Nigeria  

Recruiter: Equitable Health Access Initiative (EHAI) Nigeria

Overall Job Purpose: S/he shall work under the direct supervision of the Head of the community medicine department with support and guidance from the Akure state manager. He/Shall work to facilitate implementation of quality and sustainable HIV counseling and testing(HCT) and  Care & Support services for PLHIV and their dependents at facility and community levels in line with national policies and guidelines and international best practice. Meeting the program targets for HCT and Care & Support shall be a major deliverable.

Main task:

•   Contribute to the development, implementation, monitoring and evaluation of HIV Counseling and Testing (HCT) and Care & Support services Care & Support program for people living with HIV (PLHIV) and their families, including orphans and vulnerable children (OVC).

•   Support ongoing collaboration with the government of Nigeria (GON), partner sites, NGOs/CBOs and other partners to implement both facility- and community-based HCT and Care &Support programme.

•   Support partner sites, collaborating NGOs/CBOs and other partners to provide HCT services and Care & Support services, in accordance with GON policies and guidelines and internationally recognized best practices.

•   Ensure that the facility operates a functional and efficient HCT service.

•   Carry out initiatives to enhance retention in care and reduce loss to follow up of HIV positive clients.

•   Provide supportive technical and programmatic supervision across supported sites

•   Ensure quality pre- and post-test counseling of clients.

•   Ensure PLHIV support group activities at supported sites are up and running.

•   Facilitate efficient ARV adherence counseling protocol at supported sites.

•   Facilitate client focused family centered HIV counseling protocol at supported sites.

•   Identify catchment communities and facilitate an efficient participatory service delivery for all stakeholders.

•   Encourage proper documentation using recommended tools both at community and facility levels.

•   Work with other program officers and thematic areas to map out strategies to achieve set      program objectives and cover gaps identified.

•   Conduct advocacy visits to key stakeholders within the facility and the catchment communities.

•   Identifying training needs for facility & community staff and organize trainings

•   Initiate, coordinate and conduct community outreach activities

•   Draw-up quarterly and monthly work plans.

•   Write and submit monthly reports of activities executed to the program area lead and head office.

•   Ensure accurate and timely data collection/reporting to M&E and Management teams.

•   Coordinate TB/HIV service integration.

•   Oversee other CBOs/NGO collaborating with EHAI on HCT.

•   Conduct case finding of TB, HIV & malaria cases at community levels.

•   And any other delegated task that is skill enhancing.

Knowledge, Skills and Abilities:

•   Knowledge of health and development programs in developing countries in general and Nigeria specifically.

•   Knowledge and experience in project-level or state/ national-level strategic knowledge management implementation for health program initiatives.

•   Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections.

•   Ability to work well with others and to develop and maintain compatibility among project staff, consultants and recipients of assistance.

•   Ability to be flexible and adapt to changing priorities.

•   Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

•   High degree of proficiency in written and spoken English communication.

•   Relevant computer skills.

•   Ability to travel within Nigeria 75% time.

•   Ability to multi task.

Qualifications and Requirements:

•    BSc in Nursing, Public health, Applied/Medical sciences or Basic sciences.

•    MPH or MSc in Public Health, International Health or Epidemiology, is an advantage.

•   3 to 5 years relevant experience in HIV care and support/OVC at facility, state/national level.

•   Program-planning, research and coordination experience is desired.

•   Familiarity with Nigerian public health sector systems, NGOs and CBOs is highly desirable
