Organization Overview:

Job Responsibilities:
•   The USAID-funded Indoor Residual Spraying 2 Task Order 4 (IRS2 TO4) Project supports the President's Malaria Initiative (PMI), as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing IRS programs with the overall goal of reducing the burden of malaria in Africa by enhancing USAID's ability to implement IRS programs on the ground through cost-effective commodities procurement and logistics systems, access to technical expertise, and implementation of IRS in countries affected by malaria.
•   Under the supervision of the US-based Project Director, the Nigeria Chief of Party manages, and supervises the successful implementation of the IRS2 TO4 Project in Nigeria, and acts as the primary liaison between the project and USAID and the Government of Nigeria. 
•   The COP has responsibility for the strategic direction, and technical leadership to produce project results, as well as overall management of the operational, financial and administrative aspects of the project, working to assure that the full potential of the contract is realized in Nigeria through the promotion of high quality work and internal control.

Specific duties and responsibilities include the following:
•   Represents Abt Associates and the project to the PMI Advisor of the USAID Nigeria Mission, the Ministry of Health, the National Malaria Control Program (NMCP), and other key stakeholders.
•   Carries full authority and accountability for project decisions, as delegated by the US-based Project Director.
•   Sets and pursues a results-oriented program strategy in coordination with the project team and in consultation with USAID, other partners and stakeholders.
•   Leads in the development and production of the annual country workplans, semi-annual reports, and End-of-Spray reports.

Skills Prerequisites:
•   Masters Degree (minimum), or a Doctorate Degree (desirable) in Public Health, Health Administration, Medicine, or other relevant health specialization.
•   13-15 years of professional international health experience with a Masters Degree (or 8-10 years with a Doctorate), of which a significant amount is in the area of malaria prevention and control.
•   Experience in the geographic/cultural region of the project is preferred.
•   At least 5 years of senior project management experience in large international health projects/programs.
•   Demonstrated leadership in management skills and ability to lead and motivate multidisciplinary, multicultural teams.
•   Ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners.
•   Experience developing and communicating a project vision, aligning key stakeholders around the vision, and assuring the vision is translated into an efficiently implemented program.
•   Fluency in English.
