It has been announced by the Finnish Ministry of Education that tuition fees for Master students coming from outside EEA will be tested in 10 universities of applied sciences and 9 universities.

The pilot project would be tested until the end of year 2014. In total, 130 degree programmes would be affected.

It is also stated that for Universities of Applied Sciences to be allowed to collect tuition fees, they must have a scholarship scheme on ground to fund students' studies in some cases. Universities are free to define the amount of the tuition fee (term fee) themselves.

The consequences of term fees are under careful study during and after the test period: what effects do they have on internationalisation in general, attractiveness of the degree programmes and the quality of education.
