Job objective: The objective of the Lab Advisor position is to provide technical leadership of the ProACT laboratory program in a manner that strengthens integrated delivery of comprehensive HIV/AIDS and TB services in partnership with the Federal and State government and other partners, and leads to sustainable HIV/AIDS prevention and control efforts.

Management responsibility:

1.   Spearheading the strategic design and implementation of the ProACT Laboratory program.

2.   Member of the Project Management Team that is responsible for overall project performance

Specific Responsibilities:

1.   Provide technical input in the development of an integrated ProACT project plan in collaboration with the Project Director, Associate Director Laboratory Services, Advisors and State Teams.

2.   Take lead in the development of high quality health laboratory systems in supported States that support delivery of comprehensive HIV/AIDS and TB prevention, care and treatment services.

3.   Design and implement laboratory capacity building programs for State and Local government health workers on Laboratory Logistics and Lab information Systems.

4.   Mentor and provide technical leadership and support to the State Lab Specialists and related staff.

5.   Take Programmatic responsibility for the functioning of the laboratory M&E system.

6.   Advocate and champion increased use of laboratory diagnostics in the Nigerian  health system

7.   Liaise with the National STD/AIDS Control Division, Logistics Advisor and AXIOS to establish an efficient supply chain management system for laboratory commodities.

8.   Ensure timely relevant technical support to all implementing health facilities.

9.   Represent MSH ProACT project at the federal level on matters of Laboratory Logistics Systems and services.

10. Liaise and network with relevant ProACT partners and collaborators to improve MSH's visibility, coordination of activities and promotion of shared advocacy agenda.

11. Provide clear documentation of programmatic achievements and keep ProACT senior management informed on monthly, quarterly and annual basis.

12. Work with ProACT management to document and publish best practices.

13. Perform other duties as may be assigned time to time by the Associate Director Laboratory Services

Qualifications:

1.   A Medical Laboratory Scientist registered with the Medical Laboratory Science Council of Nigeria (MLSCN) with a current practicing license

2.   Hold a B.MLS  Medical Laboratory Science degree with 5 to 6 years post license experience

3.   Preferably with a Postgraduate degree in public health/health science

4.   Significant experience in laboratory diagnosis of AIDS, tuberculosis and other opportunistic infections and laboratory monitoring of clinical status of people living with HIV

5.   Significant expertise in laboratory Quality management Systems with thorough understanding of health systems

6.   Familiarity with local and WHO/AFRO Accreditation process is a plus

7.   Experience managing, supervising and teaching laboratory staff.

8.   Experience with HIV/AIDS programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred, particularly those related to HCT, prevention of Mother-to-Child Transmission, and care and treatment desirable

9.   Excellent oral and written communication skills and  fluency in English

Background Information: PrO-ACT is an MSH-implemented project in Nigeria that aims at supporting State Ministries of Health (SAPC) and State Action Committees on AIDS (SACA) to deliver comprehensive HIV/AIDS/TB services—including providing antiretroviral therapy for the hundreds of thousands of people in need in Nigeria. The project will scale up the US President's Emergency Plan for AIDS Relief (PEPFAR) programming to achieve its goals for provision of ART, palliative care services for HIV-TB co-infected individuals, and prevention of HIV transmission from mother-to-child (PMTCT) through a health system for service delivery models in its supported States.
