One day while jogging, a man noticed two tennis balls lying by the side of the road. He picked the balls up, put them in his pocket and proceeded on his way.

Waiting at the cross street for the light to change, he noticed a beautiful blonde standing next to him and smiling. "What are those big bulges in your running shorts?" she asked.

"Tennis balls," answered the man, smiling back.

"Wow," said the blonde, looking upset. "That must hurt. I once had tennis elbow and the pain was unbearable."

When the guard refused, the man bent down and moments later the car exploded, Friday's edition of the newspaper quoted him as saying.

"The man started arguing, behaving as if he was drunk," it quoted him as saying.

Chikason, who works at a bank in the mall, was knocked out by the blast and only regained consciousness in the hospital.

The explosion was heard miles (kilometers) away. It set 17 vehicles ablaze and shattered windows throughout the four-story complex.

Body parts lay around the exit gate, other witnesses told The Associated Press. Dozens of wounded survivors were recovering in the hospitals Friday, most suffering burn wounds like Chikason, but at least one victim's leg was amputated, doctors said.

Nigerian intelligence received information that Boko Haram extremists were planning such an attack, said spokeswoman Marilyn Ogar of the Department of State Security.

"About two weeks ago we heard information that they were planning an attack at a busy shopping mall or market ... and so we had to go from one shopping complex to another trying to tell people to be more aware," she told The Associated Press.

Emab Plaza is the biggest and busiest in Abuja, the nation's capital in central Nigeria. The explosion occurred around rush hour as many residents were hurrying to view Nigeria's Super Eagles match against Argentina at the World Cup in Brazil. It was unclear if the bomb was timed to coincide with that, although Boko Haram has bombed several football viewing venues this year, prompting two northeastern states to ban public events to watch the football spectacular.

The state security department did not publish the intelligence about the threat to shopping malls, apparently to avoid a panic. Last week the government warned it had information that Boko Haram planned to hijack petrol tankers in the capital and booby trap them with explosives.

Two separate bombs in Abuja in April killed about 120 people and wounded more than 200 at a busy bus station.

President Goodluck Jonathan visited the scene of the latest blast and victims in the hospital on Friday, after returning home hastily Thursday night and cutting short his participation at an African Union summit in Equatorial Guinea.

Speaking to reporters at the main hospital, he sympathized with victims and their families and called the 5-year-old Islamic uprising "one of the darkest phases in the history of our nation." Still he said he was confident "we shall surely pass through this" and promised the perpetrators would be brought to book.

Jonathan and his government are making efforts to improve his image following international condemnation of his slow and ineffective response to the April mass abductions of more than 200 schoolgirls who still are held captive by Boko Haram extremists. Boko Haram also is blamed for the kidnappings of another 90 people this week.

Jonathan sent an opinion piece published Thursday in the Washington Post newspaper with the headline: "Nothing is more important than bringing home Nigeria's missing girls."

Nigeria's leader said his silence on the subject was needed to avoid compromising details of the investigation but unfortunately "is being misused by partisan critics to suggest inaction or even weakness ... On my orders, our forces have aggressively sought these killers in the forests of northern Borno state, where they are based," Jonathan wrote, indicating a belief the girls still are in the country. There have been reports of sightings of groups of girls assumed to be those kidnapped in April in neighboring countries.

Jonathan, a Christian, wrote that Boko Haram "seeks to overwhelm the country and impose its ideology on all Nigerians. My government is determined to make that impossible. We will not succumb to the will of terrorists."

He came home to a capital is in mourning, with speedy burials for Muslims among the victims. They included artist Abba Kura. His friend, Muhammad Khalifa Garba wept at his funeral Thursday, where mourners carried his works. He said Kura told him earlier this week that he no longer wanted to paint on canvas and had started a new work, a landscape on paper.

A relative of another victim, Mohammed Maina Bissala, railed against Boko Haram's indiscriminate tactics: "Allah says you should not take the life of a single person, so why should you claim that you are Boko Haram and you are killing everybody, both Muslims and Christians, everybody. What have they done? They have not done anything, these are innocent souls," he told The Associated Press.

Boko Haram's attacks have been concentrated in its stronghold in the northeast of the country but it has spread its attacks to the capital this year and increased the tempo and deadliness of attacks concentrated around bombings in cities and a scorched-earth policy in rural villages in the northeast.(http://stats.wordpress.com/b.gif?host=time.com&blog=1359921&post=2933465&subd=timedotcom&ref=&feed=1)

(CNN) -- Redemption is not easy to attain.

Four years on and the scars still remain.

When France's footballers left for Brazil, they were under no illusions -- it cannot happen again.

At South Africa 2010, "Les Bleus" became a laughing stock as players and coaches clashed, strikes were threatened and results embarrassed a nation.

Players were suspended, the entire country waged war on a group which had imploded and exited at the group stage after failing to win a single game.

Fast-forward to the present and perhaps, just perhaps, France may get the opportunity to shock the world for all the right reasons.

A 2-0 victory over Nigeria in Brasilia on Monday ensured its progress to the quarterfinals and a meeting with Germany, which beat Algeria 2-1 after extra time. (http://www.theinfostride.com/forum/'/2014/06/30/sport/football/world-cup-algeria-germany/index.html')

It is a far cry for the disillusionment and disappointment which cast a shadow of French football during its last foray into the World Cup.

"What happened, happened," coach Didier Deschamps said when he announced his 2014 World Cup roster on national television.

"That won't go away. It put a stamp on our history. But we don't need to discuss it again."

Deschamps and his players have spoken at length of moving on from the embarrassment of four years ago -- but few expected them to achieve much in Brazil.

After all, this is a France side which only just scraped into the tournament courtesy of a 3-0 playoff victory over Ukraine in Paris after suffering a 2-0 victory in the first leg.

But Deschamps, a World Cup hero on home soil in 1998, has brought about a unity in the squad which has not been seen for many a year.

His decision to leave out Manchester City's Samir Nasri caused controversy  (http://www.theinfostride.com/forum/'/2014/05/16/world/europe/france-football-flap/index.html?irefallsearch')outside of the squad -- but it did not surprise those who know Deschamps as the single-minded man that he is.

He commands respect -- it helps if you've won the World Cup and European Championships as well as a host of titles at club level.

And his players are responding -- even when not at their best as they were during the first half against Nigeria.

But such is the quality at his disposal, Deschamps never panicked, even when Nigeria appeared to take the game to his side in the opening 45 minutes.

"I am very proud of everything we did from the start," Deschamps told French television after the game.

"There was tension out there. They are a very strong side and there were a lot of duels.

"But we're through. We're in the quarter finals and we'll do everything we can to go a stage further."

Only three African teams have ever reached the quarterfinals of the World Cup -- Ghana the last to do so four years ago.

But Nigeria's campaign has been blighted by inconsistency and rows over appearance fees -- a matter so serious that the country's president, Goodluck Jonathan, was forced to intervene and assure players they would be paid.

Form has also been a problem -- a drab goalless draw against Iran in its opening game of the tournament was followed by a narrow victory over Bosnia and Herzegovina.

A 3-2 defeat by Argentina, in which Lionel Messi scored twice, ensured Nigeria qualified in second place despite having only managed a solitary win.

But France, a side which won its group with a style and swagger  (http://www.theinfostride.com/forum/'/2014/06/20/sport/football/world-cup-france-switzerland/index.html?irefallsearch')which was so sorely lacking four years ago, hinted at a far more difficult challenge.

After all, Nigeria had managed just one victory in its previous 11 World Cup matches and suffered defeat on both occasions it had reached the second round in 1994 and 1998.

But if anyone had expected France to simply brush Nigeria aside, they were sorely mistaken.

The Super Eagles, who won the Africa Cup of Nations in 2013, arrived in Brasilia as underdogs, not that you would have known it during the early stages of the contest.

While France appeared slow and sluggish, those in green began in sprightly fashion and thought they had taken the lead after 19 minutes.

Ahmed Musa, the man who terrorized Argentina with two fine goals, picked out Emmanuel Emenike inside the penalty area and the striker turned the ball home.

Unfortunately for Nigeria, Emenike had strayed just offside -- not by much, but enough for the flag of the assistant referee to be held high and bring a curtailment to the celebrations.

Perhaps that piece of luck awoke France from its slumber as just moments later a fine move almost broke the deadlock.

Paul Pogba, one of the most exciting young midfielders in the game, burst into space before feeding Mathieu Valbuena.

Valbuena, free of any Nigeria pressure, then produced an inch-perfect cross that Pogba met with a rasping volley which Vincent Enyeama saved in spectacular fashion.

Enyeama, who plays his club football in France with Lille, kept more clean sheets than any other in Ligue 1 last season.

But that save apart, he was a mere spectator in the first half with France failing to register another shot on target.

France, which had lost two of its previous three World Cup games against African opposition, might have been expected to emerge a different side after the interval.

Instead, Nigeria continued to look the more threatening of the two sides -- Peter Odemwingie's fierce effort bringing a sharp save out of Hugo Lloris in the French goal.

By that time, France could have and possibly should have been reduced to 10 men following a horrific tackle by Blaise Matuidi on Ogneyi Onazi.

U.S. referee Mark Geiger showed a yellow card -- much to the consternation of the Nigerians, who believed the challenge warranted more than just a caution.

It was only with the introduction of Antoine Griezmann in place of the disappointing Olivier Giroud up front that France began to look dangerous.

It was Griezmann who helped create the chance of the game with 20 minutes remaining.

The Real Sociedad forward played a one-two with Karim Benzema, sending the Real Madrid striker in on goal -- but his effort was partially saved by Enyeama and hacked off the goal-line by Victor Moses.

Suddenly, it was France which began to take control, with its passing game finally causing Nigeria problems.

First, Benzema crashed an effort across goal which had those in green shirts panicking, while Yohan Cabaye's spectacular 20-yard effort smashed across the crossbar with Enyeama beaten.

But, with 11 minutes to go, France finally got the breakthrough it had threatened.

Enyeama came to deal with a corner and when he could only flap at the ball, Pogba nodded home from close range.

"There are no words to describe this," said Pogba after helping his side past Nigeria.

"I know there is a whole country behind us. Scoring that goal really liberated us. I am so happy for the team and all France. I'm speechless.

"To score a goal for your country, especially in an important match like this to get into the World Cup quarter finals, it's one of the best moments of my life."

Pogba's goal -- the 146th of the tournament, one more than was managed at the entire 2010 World Cup -- set up a frantic finale as Nigeria pushed forward in search of an equalizer.

But every time those in green swarmed forward, France moved to exploit the space and only a wonderful save by Enyeama stopped Griezmann from doubling his side's advantage.

The second goal appeared inevitable and it duly arrived during stoppage time when Joseph Yobo, making his 100th international appearance, deflected Mathieu Valbuena's cross into his own net.

It was a sad end to an afternoon which had begun with such promise for Nigeria -- but for France, the chance for redemption remains.

MAIDUGURI, Nigeria, June 30 (Reuters) - Nigerian troops have  arrested a businessman suspected of being at the head of a Boko  Haram intelligence network that helped plan the abduction of  more than 200 school girls in the northeast, the military said  on Tuesday.                

The man had helped the Islamist militant group plan several  attacks, including the killing of traditional ruler the Emir of  Gwoza, it said in a statement.                

Two women were also arrested as part of the investigation,  one of whom was accused of coordinating payments to other  "operatives".                

A year old intensive military operation against Boko Haram  has so far failed to crush the rebels, whose struggle for an  Islamic state in largely Muslim northern Nigeria has killed  thousands since it was launched in 2009.                

The insurgency has destabilized much of the northeast of  Africa's top oil producer and biggest economy.                

The abduction in mid-April of 276 school girls, 219 of which  remain in captivity, has become a symbol of the government's  powerlessness to protect civilians from attack.                

Defense spokesman Major-General Chris Olukolade said in a  statement that the arrested man used his membership of a  pro-government vigilante group "as a cover, while remaining an  active terrorist".                

Olukolade said the man had coordinated several deadly  attacks in Maiduguri since 2011, including on customs and  military locations as well as the planting improvised bombs.                

Violence has been relentless in northeast Nigeria in  particular, with hundreds killed in the past two months. There  have also been bombings blamed on the militant group in the  capital Abuja.

Speaking to Reuters at his home surrounded by rainforest near the southwestern city of Abeokuta, Soyinka said the horrors inflicted by the militants had shown Nigerians across the mostly Muslim north and Christian south that sticking together might be the only way to avoid even greater sectarian slaughter.The bloodshed was now worse than during the 1967-70 Biafra war when a secessionist attempt by the eastern Igbo people nearly tore Nigeria up into ethnic regions, he added."We have never been confronted with butchery on this scale, even during the civil war," Soyinka said in his front room, surrounding by traditional wooden sculptures of Yoruba deities on Tuesday."There were atrocities (during Biafra) but we never had such a near predictable level of carnage and this is what is horrifying," said the writer, who was imprisoned for two years in solitary confinement by the military regime during the war on charges of aiding the Biafrans.Soyinka, a playwright and one of Africa's leading intellectuals who still wears his distinctive white Afro hairstyle, turns 80 in two weeks. Deborah E. Lipstadt makes far too little of the relationship between Israel’s policies in the West Bank and Gaza and growing anti-Semitism in Europe and beyond. The trend to which she alludes parallels the carnage in Gaza over the last five years, not to mention the perpetually stalled peace talks and the continuing occupation of the West Bank. As hope for a two-state solution fades and Palestinian casualties continue to mount, the best antidote to anti-Semitism would be for Israel’s patrons abroad to press the government of Prime Minister Benjamin Netanyahu for final-status resolution to the Palestinian question.
Within hours of the letter's publication, Shipman says, people on and off campus began calling for his ouster. Two weeks later, he resigned. Why this happened—and what's at stake—depends on who you ask.

Shipman has a long history of sympathy for the plight of Palestinians. As a teenager, he lived in Egypt while his father worked for World Health Organization and was there when Israel invaded during the 1956 Suez War. "Among my friends were Palestinian refugees and their children who were my age, so I heard their stories of dispossession and loss, people who had lost their homes and their farms and cut off from their land living in Jaffa and in the area which is now known as Israel," he says.

He has visited Israel and the Palestinian territories more than a dozen times. This spring, he took a group of Yale students on a spring trip to Bethlehem and Jerusalem. "There is an apartheid situation there," he says. "It is unpopular to say so, but it is the truth." His letter, he explains, "suggested that in looking at the uptick in anti-Semitism in Europe and in the world, there is a correlation between the unresolved issues in Israel/Palestine, the recent war in Gaza and the terrible damage incurred by that war, the awful civilian casualties, and all of this I believe has contributed to an uptick in anti-Semitic violence," he says. "That is what I said, and that is what I meant."

Many people swiftly pounced. Yale pointed out that Shipman was not on staff but was rather employed by the Episcopal Church. Chabad at Yale, a Jewish student group, issued this statement: "Reverend Bruce Shipman’s justification of anti-semitism by blaming it on Israeli policies in the West Bank and Gaza is frankly quite disturbing. His argument attempts to justify racism and hate of innocent people, in Israel and around the world."

Religion columnist and Yale lecturer Mark Oppenheimer (http://www.tabletmag.com/scroll/183402/the-yale-chaplain-who-doesnt-get-jews) wrote that Shipman's approach "gives license to all sorts of stereotyping, racism, and prejudice. . . . why wouldn’t one write, 'The best antidote to stop-and-frisk policing would be for black men everywhere to press other black men to stop shooting each other'? Why wouldn’t one write—perhaps after a Muslim was beaten up by white-supremacist thugs—'The best antidote to Islamophobia would be for radical Islam’s patrons abroad to press ISIS and Al Qaeda to just cut it out'?"

Shipman’s bucket list: blaming women who dress provocatively for rape, blaming blacks for racism because of high crime rates, and blaming gays for homophobia for being 'flamboyant.'"

The official reason for Shipman's resignation, according to the Episcopal Church at Yale, was not the letter but "dynamics between the Board of Governors and the Priest-in-Charge." Ian Douglas, bishop of Connecticut and president of the board of governors for the Episcopal Church at Yale, emphasized this distinction to the Yale Daily News (http://yaledailynews.com/blog/2014/09/09/amidst-controversy-university-reverend-resigns/). "It’s not as glamorous a story to hear that Priest-in-Charge Bruce Shipman resigned because of institutional dynamics within the Episcopal Church at Yale and not the debates related to Israel and Palestine — but it’s the truth," he said.

Shipman disagrees. "This story cannot be simply dismissed as the inner problems of the Episcopal Church at Yale. It was not," he says. "It was this letter that set off the firestorm."

For Shipman, the controversy raises a number of "troubling questions" about free speech on campus. In addition to the hate mail, Shipman says he has also received letters of support from people thanking him for taking a courageous stand for Palestinian rights. University chaplains, he adds, have a long history advocating unpopular cultural positions. William Sloane Coffin Jr., a chaplain at Yale during the 1960s, gained fame for practicing civil disobedience in prostest of the U.S. war in Vietnam. Clergy today, he continues, need to know what protections they do and don't have when it comes to taking unpopular positions. "I think of abolitionism and the role the church played in that, I think of the civil rights movement, I think of the anti-war movement and the role the chaplains played in that, often incurring the wrath of big givers and donors of the university, but they were protected and they were respected," he says. "That seems not to be the case now."

As to what's next for him, Shipman isn't yet sure, but he doesn't plan on remaining silent. "I think the truth must be brought out and it must be discussed on campus by people of goodwill without labeling anti-Semitic anyone who raises these questions," he says. "Surely this debate should take place on the campuses of the leading universities across the country. WASHINGTON -- Countering extremist groups like the Islamic State will require "not less religion but more," according to a prominent Muslim cleric who President Barack Obama referenced in his United Nations address earlier this week.

"It's out of religious ignorance that they are doing what they're doing," Sheik Abdallah bin Bayyah, a Saudi Arabia-based scholar currently visiting the United States, said of extremist Muslim groups. "They have a very shallow understanding: They use some de-contextualized verses and things from religious texts and historical examples. ... They build a current of violence, and we have to build that which will confront this current."

Bin Bayyah made the comments through a translator at a U.S. Institute of Peace event in Washington. The event marked the end of a weeklong conference on countering radicalization that brought together scores of religious leaders from different faith traditions and many countries.

"Islam has within it the mechanisms to promote peace," bin Bayyah said, adding that he believes religious leaders like himself must "reveal the sophistical nature of the arguments" used by extremist recruiters.

Speaking before the U.N. General Assembly on Wednesday, Obama cited bin Bayyah (http://www.whitehouse.gov/the-press-office/2014/09/24/remarks-prepared-delivery-president-barack-obama-address-united-nations-) as an example of a Muslim leader working to undercut the appeal of groups like the Islamic State.

Muslim intellectuals are unsure whether they should focus on the root causes of extremism or focus on how to stop it, bin Bayyah said. For him, he added, the "how" is critical given "the immediate circumstances." He did not mention any specific extremist group by name.

"If we say in the current conditions, no peace without justice, then given the amount of grievances we're dealing with, let's forget about peace altogether," bin Bayyah said. "We have to get peace established in our hearts so that we can then work towards the grievances in peaceful environments."

The scholar said that while leaders like himself should not be concerned with pleasing governments, they should cooperate with "people in authority" to ensure that they are protected from extremist threats and to build peace.

As the Ebola outbreak rages on in West Africa and begins to slowly spread in the United States, the race for a cure or vaccine for the deadly virus is more pressing than ever.

Because of relatively few Ebola patients (2,418 cases in total before this current outbreak (http://www.who.int/mediacentre/factsheets/fs103/en/)) scientists simply didn't know enough about how the rare virus works in the human body (http://blogs.plos.org/publichealth/2014/08/01/still-dont-know-ebola/), or have access to enough patients to learn from and treat with experimental drugs, to perfect a cure or vaccine. And given the small number of people who would have benefitted from an Ebola cure before this outbreak, experts say big pharmaceutical companies (http://www.huffingtonpost.com/2014/08/05/big-pharma-ebola_n_5651855.html) didn't see much of a profit to be made by pursuing lengthy, costly drug research.  

Still, there are a handful of experimental treatments out there. Ideally, these untested therapies would undergo years of randomized, controlled trials -- first in animals, then in small groups of human beings. But at this late stage in the outbreak, with thousands of people suffering, medical ethicists say placebo groups in Ebola trials would be unfair (http://www.reuters.com/article/2014/10/13/us-health-ebola-drugtrials-idUSKCN0I20W520141013), Reuters reported. In the absence of large-scale, clinical trials that can scientifically prove whether or not therapies are effective, all eyes are on the handful of cases that are so far serving as anecdotal evidence for the most promising Ebola treatments. These are the main therapies being utilized in the fight against Ebola.

CONVALESCENT SERUM

Dr. Kent Brantly survived Ebola after contracting the virus while serving on a medical mission in Liberia.

How It Works: With this method, convalescent serum from an Ebola survivor's blood -- which has antibodies in it that helped the person defeat the virus -- is transfused into the patient. The theory is that the antibodies in the donor blood would help the patient defeat the virus.

Testing Before The Outbreak: There haven't been any clinical trials that prove blood transfusions from survivors are an effective Ebola treatment, but a handful of individual cases lead the World Health Organization to believe this is a promising avenue for future cases. Blood transfusions are already accepted therapies for conditions like anemia (http://www.cdc.gov/ncbddd/dba/transfusion.html), sickle cell disease (http://www.webmd.com/a-to-z-guides/blood-transfusions-for-sickle-cell-disease) and kidney disease (http://www.nlm.nih.gov/medlineplus/ency/article/000500.htm).

In this current outbreak, perhaps the most famous donor of "convalescent serum" is Dr. Kent Brantly. When he was diagnosed in Liberia, he received a blood transfusion from a young teen who had survived Ebola with Brantly's help. Since returning to the U.S., Brantly has donated his blood to American missionary doctor Rick Sacra, NBC cameraman Ashoka Mukpo and Dallas nurse Nina Pham, all of whom had matching blood types to Brantly.

Supply: Everyone who survives Ebola and is fully recovered is a potential donor for the next patient, provided they don't have any other communicable diseases like HIV/AIDS, Hepatitis B or C and syphilis, according to the World Health Organization (http://apps.who.int/iris/bitstream/10665/135591/1/WHO_HIS_SDS_2014.8_eng.pdf). WHO recommends that Ebola survivors wait 28 days after being discharged from the hospital before donating blood.

ZMAPP

Testing Before The Outbreak: Scientists infected 21 macaque monkeys with Ebola, and treated 18 of them at various stages of their sickness with ZMapp. All 18 survived (https://www.sciencenews.org/article/zmapp-drug-fully-protects-monkeys-against-ebola-virus), while the three who did not receive ZMapp died. Supply: ZMapp antibodies are grown in a low-nicotine tobacco plant and then harvested, purified, tested and formed into the drug. There are no more supplies of ZMapp left in the world, says ZMapp's creator Mapp Biopharmaceutical. Production is underway, but creating more doses is difficult, costly and time-intensive.

TKM-EBOLA

How It Works: Small molecules called interfering RNAs in the medicine target a certain RNA protein in Ebola.

Testing Before The Outbreak: Scientists exposed seven macaque monkeys (http://www.thelancet.com/journals/lancet/article/PIIS0140-6736(10)60357-1/abstract) to the Ebola virus and then administered varying doses of TKM-Ebola over the course of a week. One macaque who only received four doses did not survive. But the rest, who received different doses, did survive.

Who Received This Treatment: Sacra was treated with TKM-Ebola, and survived the virus. Now drug creator Tekmira will make the drug available to people in West Africa through a clinical trial (http://investor.tekmirapharm.com/releasedetail.cfm?ReleaseID=872061).

Testing Before The Outbreak: It had been tested in large-scale human trials for other infections, but had only been tested against Ebola in lab experiments. The in vitro Ebola tests were effective, according to drugmaker Chimerix.

Who Received This Treatment: Thomas Eric Duncan, the first man diagnosed with Ebola in the U.S., took the drug but died a few weeks after contracting the virus. Testing Before The Outbreak: This is the only treatment option most health workers in West Africa have in the fight against Ebola.

Who Received This Treatment: Out of 8,914 confirmed cases, 4,447 people are dead (http://www.aljazeera.com/news/africa/2014/10/ebola-outbreak-killing-70-percent-victims-20141014132345720164.html). If this mortality rate holds, it means about half of confirmed Ebola patients are actually surviving with supportive care alone.

Supply: Safe, effective supportive care requires personal protective equipment, hospital resources like clean isolation units, beds and medical equipment, and humane working conditions. Doctors Without Borders, the most prominent international care organization on the front lines of the Ebola outbreak, is "overwhelmed" and calling on more medical professionals (http://www.npr.org/blogs/health/2014/06/20/323985117/west-africa-is-overwhelmed-by-ebola) to come volunteer their time in West Africa. But local West African health workers are bearing the brunt of the care burden right now. "These people have bombed the mosque. I am face to face with people screaming," said Chijjani Usman, a local reporter who had gone to the mosque in the old city to pray.The mosque is next to the palace of the emir of Kano, the second highest Islamic authority in Africa's most populous country, although the emir himself, former central bank governor Lamido Sanusi, was not present.No one immediately claimed responsibility but suspicion fell on Boko Haram, a Sunni jihadist movement fighting to revive a medieval Islamic caliphate in the region.Boko Haram regards the traditional Islamic religious authorities in Nigeria with disdain, considering them a corrupt, self-serving elite that is too close to the secular government.The insurgents have killed thousands in gun and bomb attacks on churches, schools, police stations, military bases, government buildings and mosques that do not share their radical Islamist ideology.At least 35 people died on Friday, deputy police commissioner Sanusi N. Opposition figures accused the government of seeking to use the proposed law, which they say is too broad in scope, to criminalize opposition to President Paul Biya's 32-year rule.Boko Haram fighters have made repeated incursions into the rugged Far North region of Cameroon in recent months. They have clashed with Cameroonian soldiers sent to the border to stop them and are blamed for dozens of deaths and kidnappings there.Cameroonian officials also fear the Islamist group is targeting young men in the impoverished north for recruitment. "The draft law provides the ultimate penalty, the death penalty, for anyone who personally, in complicity or under coercion commits a terrorist act," Parliament Speaker Cavaye Yeguie Djibril said.    Though Cameroon has not carried out an execution since 1997, according to Amnesty International, the bill received loud applause from some members of parliament when it was introduced on Tuesday. About 30 Nigerien and Chadian soldiers were wounded in the clashes over Malam Fatouri and Damasak, a day after thousands of troops crossed the border to seize areas held by the Sunni Islamist group, whose insurgency has forced Nigeria to delay an election and neighbors to mobilize their armies.A Chadian officer, who asked not to be named, said about 10 Chadian soldiers were killed and 20 wounded in fighting for the towns. Two sources with Niger's military told Reuters five of its soldiers were killed in the clashes. There was no official comment from the armies of either Chad or Niger."We have kicked the enemy out of these areas and they are now under our control," a Niger military officer said.The advancing troops had seized large quantities of arms and ammunition as well as vehicles, he said, and were undertaking a clean-up operation in the area. "The troops have taken dozens of Boko Haram elements prisoner," he added.Damasak, the town furthest into Nigeria, is 10 km (6 miles) south of the Niger border, where Nigerien and Chadian troops had been massing in recent weeks before the offensive.A medical source in Diffa, the capital of the Niger region which borders Boko Haram's heartland in northeastern Nigeria, said 30 wounded soldiers had been admitted to the town's hospital. This grant focuses on a gradual transition of HIV prevention services to national programs and a reposition of interventions toward strengthening community system as well as the defense of human rights. The grant covers the period from 2016 to 2018. . Background and Justification: - The Abidjan-Lagos Corridor Organization (ALCO) is sub regional intergovernmental organization which was established in 2002 with the mission of reducing HIV impact on interregional trade in West Africa. In fact, in view of the increase of migrations on main roads and fostering economic growth, the Heads of States of member countries namely the Ivory Coast, Ghana, Togo, Benin and Nigeria put in place this organization to facilitate road transit and transport as well as the development and implementation of a sub regional HIV/AIDS response. - During its first ten (10) years of service provision, ALCO largely contributed to the improvement of border posts environment and hospital infrastructures from Abidjan to Lagos, STIS and AIDS treatment, as well as the reduction of travelers' transit time. - Within the framework of the New Funding Mechanism, the Global Fund (GF)grant allocated to ALCO took new directions. This grant focuses on a gradual transition of HIV prevention services to national programs and a reposition of interventions toward strengthening community system as well as the defense of human rights. The grant covers the period from 2016 to 2018. - Aware of the challenges in the framework of the implementation of this grant, ALCO undertook actions in order to efficiently manage the resources which will be made available in the framework of this funding. To this effect, ALCO is recruiting an Monitoring and Evaluation Specialist in Charge of Data Quality who will be based at ALCO's headquarters in Cotonou/Benin. . Description of Duties: Under the supervision of the Monitoring and Evaluation Officer, the incumbent carries out the following duties: - Coordinate the project data collection in accordance with the monitoring and evaluation plan; - Design tools for data collection, analysis and dissemination; - Together with the computer team design on DIHS 2 the database and the project road map in view of managing the project data and information and ensuring the monitoring of information flow; - Administer the project database and ensure it is constantly updated; - Ensure the training of ME and Sub recipients in the use of the database; - Ensure complete and timely reporting through the implementation of an efficient data management system from the provision of data collection tools to reporting; - Ensure data analysis from health centers, NGOS; - Ensure data quality through the establishment of a Quality Assurance system for the project data; Reports the problems that monitoring data will have highlighted and propose solutions; - Provide technical support to health centers, NGOS and the Monitoring and Evaluation team from ALCO's partners in terms of data collection and analysis, evaluation and data use among health care providers in view of improving the quality of services delivered; - Put in place a system for annual collection of HIV impact data from member countries of the Abidjan Lagos Corridor and the Abidjan Lagos Corridor; - Put in place a database to gauge the impact of HIV within the countries of the Abidjan Lagos Corridor and the Abidjan Lagos Corridor; - Put in place a mechanism for archiving activities, study and mission reports as well as project data; - Strengthen the capacity of SR in archiving data and documents; - Put in place a network of data managers on OCAL sites in view of improving the quality of data generated and their analysis; - Oversee the monthly data collection from the project implementation sites; - Check the consistency of monitoring and evaluation indicators as defined for each activity of the Project; - Produce on quarterly basis the project indicator performance tracking table for each country; - Develop monthly and quarterly written reports per deadlines; - Strengthen the capacity of sub-recipients as well as district and regional managers; - Ensure data collection tools are available on implementation sites; - Develop procedures and manuals for data quality assurance; - Participate in data collection in the framework of studies and survey at ALCO level; - Oversee the development and implementation of data quality control system, data quality assurance for the program activities and the Audit of Data Quality; - Provide support for ALCO research projects; - Establish and maintain good working relations with important State officials, partners and NGOS; - Put in place a network of data managers on ALCO sites in view of improving the quality of data generated and their analysis; - Conduct any other duties in relation with the position; . Required Profile and Competence: - Candidates must have a qualification in Statistics, Project Management, and Demography or hold a university degree in Planning, Social Sciences or public health; - Must have proven experience in a similar post; - Must have at least two years of experience with the procedures of Global Fund, including drafting quarterly reports, developing budgeted action plans,the preparation of LFA quarterly control missions; - Must have good knowledge of the health system within ALCO member countries and sufficient knowledge of health information system management; - Must have very good knowledge of statistical and econometric software (Epilnfo and SPSS, STATA, ACCESS database management system, Excel spreadsheet and data management,word processing, Power Point.
