JOB HIGHLIGHTS
Directs, plans and administers all work functions of the data management coordination in implementing, maintaining and managing an environment that includes various data bases related to gas industry. Manages the activities pertained to overall storage of gas data in the form of prices, consumptions and trade, abstracts, articles and gas research which can be disseminated to countries, international organizations and the gas industry. Incumbent oversees development and maintenance of procedures for the selection, implementation and operational use of data storage tools. Maintains a standardized gas data. Provides consultation on data base concepts for data management and storage.
PRINCIPAL RESPONSIBILITIES
1. Works with organizations at all levels in order to maintain an overall management;
2. Information system which is the primary source from which information is gathered for policy and decision making at GECF level;
3. Conducts feasibility studies and prepares feasibility reports, conducts stake out studies and prepares project proposal reports;
4. Interfaces with vendors in the design and implementation phases of it. Based Business Systems;
5. Prepares the user manuals and associated documentation resulting from Business System implementation; 6. Prepares conversion plan and user installation plan for applicable organization.
7. Provides the support and advice, and business procedures necessary to maintain the integrity of data which originates within department business organizations.
8. Provides training to all personnel in order to maximize the effectiveness of Business Systems within the assigned department.
9. Conducts special studies as assigned;
10. Implements new and maintain existing computer systems;
11. Supports computer production systems;
12. Troubleshoots system problem and implements resolutions;
13. Develops new and enhances existing computer systems;
14. Tests and evaluates computer systems;
15. Evaluates and tests off-the-shelf products to ensure their applicability to the GECF business requirements; and
16. Reviews and analyzes user requests for computer and communication systems, and recommended optimum solutions to meet customer requirements.

I. GENERAL
1. Citizenship: Member Country
2. Age: 45 maximum
3. Languages: Good command of written and spoken English
4. Education: BSc./B.A in Computer Science, Information Systems Management
5. Readiness to travel: To be adjusted according to business necessity
II. SPECIFIC
1. Work experience: Minimum of eight (8) years experience in computer industry, 5 years of which must have been spent in on-line computer systems development and analysis emphasizing data base and data communications technologies.

II. INFORMATION on EMPLOYMENT CONTRACT
1. Type of Contract /Contract Duration:Fixed 2 years, with possibility of renewal
2. Probationary period:6 months
3. Applicable Law: Employment Contract is governed and construed in accordance with the laws of Host Country Agreement and the State of Qatar
4. Jurisdiction: According to Host Country Agreement with the State of Qatar
III. STATUS & SUBORDINATION
1. Instructions and directions: Under direct instructions and directions of the Head, Statistics & Gas Modeling Department
2. Reporting to: Head, Statistics & Gas Modeling Department
3. Status: Category I (Professional Staff), P4 grade
4. Working closely with: Staff of Statistics & Gas Modeling Department and Energy & Gas Market Analysis Department
IV. SALARY & BENEFITS
1. Salary: Net monthly USD 9,000
2. Housing Allowance: 35 % of basic salary paid on a monthly basis
3. Car Allowance: 6,5 % of basic salary paid on a monthly basis
4. Medical Insurance Provided by Forum for employee and dependents
5. Children education: Education allowance up to 12000 USD per child per school year
6. Other allowances Installation allowance; Family allowance for dependent spouse and children; Annual cost of living allowance
7. Provident fund: Participation in Forums' saving scheme for employee, to be paid upon resignation
V. HOLIDAYS AND VACATION
1. Annual Paid Leave: 30 days
2. Home Leave Ticket: On completion of one year service, for employee and dependents

3. Official Holidays app. 15 days per year
