Job Title: Information Technology Officer

Principal Duties and Responsibilities:
• Ensure compliance with the organization's operating policies, controls and procedures
• Provide first-level support to resolve IT related issues and technical problems such as: – Hardware operational issues e.g. network connectivity, printing errors, drive failure, etc. – LAN/ WAN/ Server downtimes – Application use and operation, particularly Microsoft office suites – Software installation and configuration e.g. client applications, anti-virus utilities, printer drivers, etc
• Regularly monitor and reconcile the performance of the IT systems and infrastructure to pre-defined performance thresholds and take appropriate actions, where required to ensure optimal performance.
• Maintain data security and data integrity through the use of access codes and efficient password system
• Ensure regular data backup, and validate integrity of data backup
• Investigate and resolve incidents/ requests, and escalate irresolvable faults/ issues to relevant vendors/ suppliers (with the approval of the Head, IT) where appropriate.
• Maintain the issues/ request log – record all request/ issues unto the service central database
• Communicate resolution of faults to end-user or request initiator
• Assist in developing programmes for training endusers at the area office on self-help tips and user applications
• Provide input into the selection of end user hardware and software based on knowledge of technical issues associated with the proposed brands
• Ensure security of all workstations through proper installation and regular updates of an effective anti-virus program on every workstation
• Assist in administering internal customer satisfaction surveys
• Provide input on possible enhancements to existing systems/ products, based on user queries/ feedback
• Liaise with user departments/ business owners to gather user requirement specifications for new technical solutions; including information on the scope, budget and timeline of required solution
• Assist in developing a strategy for delivering new technical solutions (in-house development/outsourcing)
• Provide assistance in project-managing third-party design and development of technical solution, and ensure compliance with defined solutions development life cycle methodology
• Assist in conducting user acceptance testing in liaison with business teams
• Participate in periodic post-implementation reviews of implemented technical solutions to ensure effective functioning of the newly implemented systems/ solutions
• Liaise with user departments to resolve issues arising from delivered solutions
• Keep abreast with new end user technologies and apply knowledge to each subsidiary in the company.
• Develop and maintain a well-kept library of all documentations and make resources available to users when required
• Prepare and review technical manuals for end users from product manufacturers
• Take custody of and ensure proper storage and safe keeping of all back-up documentations and CDs
Maintain accurate inventory (status, location, end-user, etc.) of all computers and
• accessories and other IT assets deployed to end-users organisation wide
• Develop and maintain the corporate intranet, ensuring constant up-to-date content and deployment of user friendly applications
• Liaise with Corporate Communications, Marketing and other departments to obtain necessary information/ content for the corporate website and ensure constant update
• Create and administer staff user e-mail accounts and manage the corporate e-mail system and internet access
• Liaise with external vendors to manage the corporate website, where required
• Monitor and maintain web servers to ensure 24/7 website availability
• Proactively and efficiently execute work plans as approved by the Head, Information Technology.
• Prepare agreed periodic activity and performance reports for the attention of the Head, Information Technology and other relevant parties
Perform other duties assigned by the Head, Information Technology.
• Excellent knowledge and understanding of relevant IT facilities/ infrastructure management processes and procedures
• Strong knowledge of office automation including the ability to install and troubleshoot PC systems.
• Working knowledge of client server network protocols and internet/intranet applications.
• Ability to install and configure software packages on various operating systems.
• Sound knowledge of relevant database systems and applications
• Very good working knowledge of MS-Windows, MS IIS web server
• Proficiency in web development tools: JavaScript, HTML, Macromedia Dream Weaver, MS FrontPage, ASP, VB Script, etc
• Very good knowledge of database management systems: MS Access, SQL, Oracle
• Very good knowledge of TCP/IP protocol, Internet DNS, and Routing
• Good understanding and working knowledge of service support policies, processes and procedures
• Good knowledge of troubleshooting relevant enterprise applications
• Good knowledge and experience in supporting Mac, MS Windows & MS Office Suite
• Very good knowledge of relevant hardware (Compaq, HP, Dell, etc.) support and installation procedures
• Excellent problem management, user requirement analysis and process/ diagnostic questioning techniques.
• Good knowledge of IT asset management principles and procedures
• Sound awareness/ understanding of trends and recent developments in the IT industry
• First degree in a numerate discipline, preferably Computer Engineering
• Relevant professional certification will be an advantage e.g. Oracle Certified Professional, Microsoft Database Administrator (MSDBA)
• At least two (2) years experience in Information and Communication Technology (ICT), preferably an all rounded in web administration, hardware, and networking and software applications.
