UNFPA Nigeria seeks a Programme Analyst in ASRH and HIV prevention to strengthen its youth and HIV interventions.

The NPO post provides strategic technical leadership to ensure that Young People and HIV Prevention is included in the broader context of Adolescent intercourseual and Reproductive Health and Development as defined by the ICPD Programme of Action and it is also firmly placed within the Nigerian youth and development agenda, including building on the demographic dividend and the achievement of the MDGs.

Responsibilities of the NPO include: leading, advising and providing technical expertise and programmatic support on priorities in the substantive areas including: prevention of teenage pregnancies, addressing feminization of HIV among young people, girl-child education, participation of young people in decisionmaking processes, life-skills, youth friendly SRH information and services, RH and HIV integration in the framework of the promotion of prong 1 & 2 of PMTCT, Most At Risks Populations (MARPs), data and information and research on youth and HIV dynamics, and capacity development. S/he will also maintain technical partnerships on substantive issues and provide leadership to ensure that technical knowledge is updated, generated, collected and disseminated for effective technical, policy dialogues and evidence-based advocacy.

Main Tasks

Under the overall guidance of UNFPA Resident Representative, the oversight of the Deputy Representative and direct supervision of the MH/RH Technical Specialist, the NPO-ASRH/HIV analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation and joint programming initiatives. The immediate duties of the incumbent will be, but not limited to the following:

• Play a leading and active role as the focal person for the UNFPA ASRH and HIV Prevention programmeand in collaboration with Federal Ministries of Health, Youth Development, Women's Affairs, Education, National AIDS Control Agency (NACA), States' equivalent MDAs, as well as other partner organizations to ensure effective implementation of ASRH and HIV/AIDS activities as envisaged in the Annual Work Plans;

• Provide technical expertise to guide the development, planning, implementation, monitoring and evaluation of programmes related to young people's intercourseual and reproductive health in the context of the  National Youth Policy, National Youth Health and Development Plan of Action, National Adolescent intercourseual and Reproductive Health Strategy, IMNCH Strategy, National and Presidential HIV Prevention Strategies;

• Conduct (i) cross-sectoral gender sensitive research on youth and HIV prevention; and (iii) mapping of youth and HIV prevention programmes in UNFPA focus States and FCT identifying the risks and opportunities to strengthen the position of youth in decision-making processes at all levels and to scale up HIV prevention;

• Support innovative means to reach out to the larger youth and adult population, and MARPs, and facilitate evidence-based advocacy campaigns for making social investments in: (i) youth and youth participation in planning, designing and implementing policies and programmes at Federal, States and LGA levels; (ii) HIV prevention.

• Facilitate the strengthening of national capacity in the provision of ASRH information and services and HIV prevention;

• Facilitate training of youth networks and government institutions to strengthen their capacity to collect, analyze and utilize data for advocacy and planning purposes respectively. Provide technical and facilitation support to youth and government partners to ensure the development of Federal and State youth policies, including sectoral strategies and programmes;

• Lead in advocacy and resource mobilization efforts in the areas of ASRH and HIV prevention by preparing relevant documentation, i.e. project summaries, conference papers, donor profiles and participating in donor meetings and public information events;

• Lead the development and operationalization of national youth-friendly policies, strategies and programmes at national, states and community levels in close collaboration with Federal and State governments, UN Agencies, NGOs and other partners;

• Contribute substantively to the harmonization and coordination of the activities of the various UN agencies in line with the UN reform, especially in relation to coordination of youth and HIV activities (Delivery as One, UNH4, etc.)

• Provide technical assistance to Youth and HIV Analysts/Assistants in the Sub-Offices in he/her areas of expertise

• Support the collection (including through operational research) of lessons learnt and best practices that enhance the effectiveness of ASRH and HIV interventions, disseminate to stakeholders, and advocate for scaling up of the national ASRH and RH/HIV integration programmes;

• Undertake any other assignments as may be required by the UNFPA Representative, Deputy Representative or MH/RH Technical Specialist.

QUALIFICATION & EXPERIENCE

The ideal candidate should:

•   Be a Nigerian national (male or female)

•   Post-graduate degree in the field of Public Health, ASRH, HIV, Gender or a related field

•   Have at least 6 years relevant professional experience – preferably in programme management in the public or private sector in the area of youth development and/or reproductive health, three of which should be in the area of ASRH/youth and HIV programming.

•   Have proven experience in working with youth and HIV networks and programmes affiliated to youth development and mobilization, and HIV prevention;

•   Have proven experience in capacity building, documentation of good practices, knowledge and information management, advocacy and social mobilization for youth and HIV programmes;

•   Be fluent in both written and spoken English

•   Be proficient in current MS software applications.
