Basic Function:

To provide technical support to implement high quality care and treatment activities with primary focus on integration of HIV services within general health services including PMTCT-IMNCH, RH-HIV, MIP and Chronic care/PHDP.

Duties and responsibilities:

1.   With the Associate Director provide technical leadership and technical support related to service integration and approaches related to implementation of programs.

2.   With the Associate Director, Care and Treatment, provide technical leadership and technical support related to Chronic care/PHDP strategies and approaches related to implementation of collaborative activities.

3.   With the Associate Director, Care and Treatment and state Senior Technical Officers, coordinate the design and implementation of components related to HIV service integration within the general health services at facility level including structural upgrade.

4.   Provide technical assistance in service integration capacity building to field programs.

5.   Work across departments and with partners in the provision of programmatic assistance on issues of service integration.

6.   Contribute to development of lessons learned from programs and projects related to service integration and apply these lessons to modify existing program and improve the design of new programs.

7.   Represent FHI/Nigeria to donors and government officials on issues of service integration.

8.   Remain informed on current programs in the field of IMNCH, PMTCT, RH,  MIP, chronic care/PHDP and related development field by reviewing current literature and staying alert to any implication of such experience and research for department activities.

9.   Work with technical staff at the zonal and state offices and other relevant FHI staff to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery.

10.   Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.

11.   Contribute to the development of program strategies, subproject documents, work plans and budgets.

12.   Perform other duties as assigned.

Knowledge, Skills & Attributes:

1.   Knowledge of health and development programs in developing countries in general and Nigeria specifically.

2.   Clinical management and training experience and ability to understand full range of issues around component programs.

3.   Knowledge of Nigerian clinical setting, including government and non-government settings.

4.   Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding IMNCH, PMTCT, RH, MIP and Chronic care/PHDP.

5.   Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.

6.   Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

7.   High degree of proficiency in written and spoken English communication.

8.   Well-developed computer skills.

9.   Ability to travel within Nigeria 25% time.

Qualifications and Requirements:

1.   MB.BS/MD/PHD or similar degree with a minimum of 3 3 to 5 years progressive experience in IMNCH, PMTCT, RH/HIV and other related services in resource constrained settings.

2.   Experience with ART/TB/RH programs is required.

3.   Possession of an MPH or post graduate degree in a related field is required.

4.   Experience in project development with proven experience in the planning and facilitation of training is required.
