The Commissioner for Agriculture, Mr Emmanuel Chindah, disclosed this at a news briefing in Port Harcourt.
Chindah said that the park would provide employment for hundreds of people in the state.
The commissioner said that discussions with partners had reached an advanced stage.
"What we want to do is to empower families to have ponds in the park and earn a living for themselves. We have the Bank of Industry and an Israeli firm already working with us. It is a scheme that will be of high advantage to rural families,'' he said.
The commissioner further said that the state-sponsored fish farm project at Buguma, Asari-Toru council area, was 80 per cent completed.
"Our intention is to boost fish production and reduce the rate of fish importation.
"Apart from this, you will also agree that when the farm comes on stream, more employment will be created,'' he said.
