The Department of Planning, Research and Policy Analysis (PRPA), as is customary in all Planning Departments in the Federal Civil Service is the hub of most of the key activities of the Ministry. In discharging its onerous responsibilities of planning, coordinating, monitoring and evaluating programmes of the Ministry, the Department's functions cut across the activities of all the Departments in the Ministry.

Organizational Structure

The Department has three (3) divisions, namely:

• Planning;


• Research and Statistics; and


• Policy;

Planning Division:

• Handling Departmental Administrative Matters;


• Ensure Linkages with other Federal and State MDAs.


• Organizing Meeting of the HMST, PS with DG/CEO and Directors;


• Developing Plans and Capital Budget / Rolling Plan Preparation (MTSS).


• Organizing National Council on Science and Technology (NCST) Matters.


• Organizing Meetings, Workshops & Conferences.


• Liaison with the National Assembly.


• Supervision of National Centre for Technology Management (NACETEM).


• Handling Nigeria's obligations/debt to international Bodies.

Research & Statistics Division:

• Project Monitoring & Evaluation.


• Compilation and documentation of quarterly/annual Reports of the Ministry and its Parastatals.


• Ensure Linkages with other Research Institutes, Industries and the private sectors


• Peer Review;


• Manpower Survey;


• Organizing of the Annual Ministerial Press Briefing.


• Supervision of the National Institute of Science Laboratory Technology (NISLT).


• Research grants, solicitation, sourcing and administration.


• Collating and analyzing of statistical data.


• Operations, Organization and Management Research (OOMR).


• National Research and Develo Handlingpment Coordinating Council (NRDCC) matters;


• Handling Federal Executive Council Memos.


• Organizing  Ministerial Retreats.


• Handling Library Issues & Documentation.


• Handling of Nigeria Economic Summit Group (NESG) Issues.

Policy Analysis:

• Handling Linkages with Research Institutes of other MDAs, industries and the private sector.


• Handling Linkages with National and International Scientific Organizations and the Education Sector.


• Linkages with NUC and Tertiary Institutions.


• Handling Linkages with other Federal and State MDAs.


• Handling Linkages with NPC especially on NEEDS, MDG & Vision 20:2020.


• Coordination of Bilateral and Multilateral organizational issues.


• Handling ST&I Policy issues.


• Handling Honorary Presidential Advisory Council on Science & Technology (HPAC/S&T) matters.


• Handling African Academy of Science (AAS) matters.


• Handling S & T Policy issues (Nigeria-UNESCO).


• Organizing and documentation of Reports of Honorary Presidential Advisory Council on Science & Technology (HPAC/S&T) Meetings.


• Handling Linkages with Nigerian Academics / Professional Bodies, NUC / STEP-B Project.

The Ministry with support from the United Nations Development Programme (UNDP) recently concluded her National Stakeholders' Workshops/Exhibitions at three zonal levels; Kaduna, Aba and Lagos.  The programme was organized with a view to addressing the challenges of  bridging the gap between research and industry.

The objective of the Workshops/Exhibitions was to provide a platform for Stakeholders on National System of Innovation (NSI) to discuss on the most efficient ways and means of building an NSI for Nigeria.  In particular, the System aims at:

• facilitating Public Private Partnership interaction in Research, Development and  Commercialization of R&D products and outputs;


• putting in place a robust arrangement for developing local and international partnerships between knowledge-based institutions and the private sector;

encouraging and engendering the participation of the Research and Educational Institutions, Private and Public Enterprises,

• Development Partners and other stakeholders in evolving a most effective National Innovation System.

Furthermore, the workshop/exhibition was designed to showcase the capacity of the Nigerian educational and research institutions, private innovators and industries to respond to national developmental needs, especially within the context of the Transformation Agenda of the present Administration.
