(http://fmi.gov.ng/wp-content/uploads/2013/02/DSC_00081-300x199.jpg)                        The Government of Delta State has acquired 130 motorized boats to address the transportation needs across its 122 kilometers of coastline areas consisting of towns and communities.

Briefing members of the National Good Governance Tour in Asaba on Thursday, Governor Emmanuel Uduaghan said the project is being executed under one of the State's poverty alleviation schemes.

"What we do with our poverty alleviation schemes is that we form cooperatives but you have to pay a token because if there is no financial commitment they will tend to treat it as if it is a national cake. They pay some token, we give them the boats and they make returns, and with those returns we buy more boats", Dr. Uduaghan stated.

He said the cooperatives consist of boat operators from various communities such as Warri and Sapele among others stressing that the Scheme is not community based but state-based.

To also check abuse or diversion of the boats, the Governor said operators are made to provide guarantors while a Monitoring team has been set up to track usage and the plying of routes.

According to him, what delayed the take-off of the project was approval to bring in the boat engines pointing out that NESREA had placed a ban on the engines because of environmental challenges.

"When we brought them in, we were not allowed to bring them through the port, so we had to obtain permission from the Federal Government and Mr. President had to finally approve and they just gave us the approval about two weeks ago. As you can see, they are still coupling the engines", the Governor pointed out.

He also informed the team that the construction of the boats was through local content. "Most of the boats here were done by Almarine which has its factory in Port Harcourt and it also has its office in Delta. So it's only the engine really that we brought in", Governor Uduaghan said.

While insisting on the need to encourage the engagement of local content in production, the Governor said "Most of the things you see outside Nigeria today, it's Nigerians that are involved. We have the brains to do what other people are doing. It's just for us to encourage ourselves. I believe strongly in Nigerians being able to do something for ourselves.

The Governor also disclosed that construction works on 30 jetties have been completed as part of infrastructure to support the Riverine Mass Transit Scheme.

Shedding light on the cost of the boats, the Commissioner for Transport, Delta State, Hon. Benson Igbakpa said the executive boat costs 5 million naira while the 22 seater goes for 6.2 million naira.

In his remarks, the Minister of Information, Mr. Labaran Maku appreciated the State's effort for embarking on what he described as a comprehensive transport programme to assist the poor, increase jobs and safety on the waterways.

The Minister also commended the State Government for engaging a local company to build the boats which he stressed would boost economic capacity of the people.

"I am again impressed that these boats are fabricated in Nigeria. This is the second thing we are seeing. We have also seen the Government House built by a Nigerian. We are now seeing boats fabricated in Nigeria not imported from abroad because we are talking about local content. That is the only way Nigeria will develop sir. If the people making these boats have orders from other States they will improve with each supply and before you know it Nigeria will begin to export boats", Mr. Maku emphasized.
