Location: Tunis/Tunisia with occasional travels to other African countries

Job Description:
1. Evaluate the status of decentralization in African countries and its impact on localities' ability to harness the financing needed for local urban development.
2.Increase awareness of stakeholders and Bank management and staff of the importance of urbanization in Africa, the role of decentralization and local governments, and the need for appropriate financing and financing instruments through seminars and workshops;
3. Undertake a feasibility study on Bank direct financing of local governments;
Propose a diverse set of financing modalities, varying according to Country/locality attributes along with a set of diagnostic tools;
4. Based on items in a-c, devise a new Bank policy on sub-national finance that is tailored to the needs of African local governments, and that enables a better implementation of the Bank's Urban Development Strategy.
Desired Skills & Experience:
He/she should have at minimum the following qualifications:
• At least a Masters' degree or equivalent in economics, urban economics, public finance, finance, political science, law, or public administration.
• At least 5 years' experience in analyzing data and writing reports on government finances, particularly local government finance, including knowledge of the tax, transfer and expenditure systems and nomenclature at the local level in Africa;
• Substantial experience with instituting monitoring and evaluation systems for local governments in Africa. This includes experience with decentralization, intergovernmental fiscal relations, and access of local governments to financial markets. Experience in local public finance and urban development in other continents is a plus.
• Experience interacting directly with local governments, and local governments' associations (such as CGLU, CFLD, Africites, etc.).
• Experience with private sector development projects in Africa; experience in other continents is an added advantage;
• An excellent knowledge of the challenge of urbanization in Africa currently and as expected over the next few decades;
• Experience with capacity building and/or technical assistance for local governments;
• Excellent writing skills and competence in Microsoft Professional software (especially STATA, SPSS, Word, Excel, and PowerPoint);
• Proficiency in English or French and good knowledge of the other language;
• Demonstrated capacity to work diligently and deliver quality outputs without direct supervision.
Indicate daily rate in Euro; field expenses will be taken care of. Expected time inputs are 108 man-days
