Job Title: Senior Logistics Advisor (Public Health)

Location: Abuja, Nigeria

Organisation: John Snow, Inc. (JSI), a US-based International Public Health Consulting Firm

The Senior Logistics Advisor, Public Health will be based in the JSI Abuja office and manage public health commodities logistics technical assistance activities implemented by JSI under the USAID | DELIVER PROJECT, in collaboration with the Federal Ministry of Health and other partners and stakeholders as well as project logistics officers based in the selected states in which the project works. The Senior Logistics Advisor, Public Health will report to the Associate Director, Public Health.

Key Responsibilities:

1.   Maintain a work plan for the USAID/DELIVER PROJECT public health commodities logistics system strengthening activities in collaboration with JSI staff and partners

2.   Support the establishment and conduct of routine meetings of procurement and supply chain management coordination working groups and committees for public health commodities

3.   Provide technical leadership and support for annual national/state quantification and procurement planning of public health commodities, in collaboration with all program stakeholders and partners

4.   Facilitate the design and implementation of assessment and evaluation studies as well as analysis and presentation results to stakeholders

5.   Provide technical input into the logistics system design, developing Standard Operative Procedures (SOPs) for routine PSM activities for public health commodities

6.   Provide technical input for the development of training curricula and in training federal, state, LGA, and SDP level program and logistics officers in implementing and monitoring adherence to public health logistics SOPs

7.   Monitor and provide supportive supervision to the national logistics officers and state level teams as appropriate

8.   Work closely with JSI Nigeria management on managing relationships and maintaining routine communications with USAID, UNFPA, SFH, NTBLCP, TB-CAP, WHO, and all other DELIVER stakeholders

9.   Write routine quarterly and annual reports for submission to program funders

10.   Contribute to identification of best practices and success stories for JSI Nigeria's periodic logistics bulletin

11.   Work with Short-Term Technical Assistance (STTA) providers to provide technical assistance for activities and facilitate transfer of skills to appropriate local staff

12.   Perform any other duties assigned

Minimum Skills/Knowledge and Qualifications:

Applicants for this position should possess the following minimum skills and Qualification:

•   Advanced clinical degree or a Master's degree in Public Health, Pharmacy, Logistics Management Or Business Administration

•   Five years of professional experience in health care supply chain management

•   Experience in essential medicines supply chain management strongly desired

•   Experience in managing public health care supply chain management projects in Nigeria or similar developing country context

•   Possession of technical skills in commodities quantification and supply plan monitoring

•   Ability to monitor, supervise and train in health service programs

•   Extensive knowledge of the Nigerian public health sector

•   Strong analytical and problem solving skills

•   Excellent technical writing and oral presentation skills highly desired

•   Ability to work as part of a team and to be self-managing

•   Knowledge of Microsoft Office, including Word, Excel, and PowerPoint

•   Ability and willingness to travel in the field
