Objectives of the role: The Team Leader will be responsible for managing this multi-million EUR programme in social and productive infrastructure and capacity building of local authorities in the 9 states of the Delta region (Abia, Akwa-Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers).
Length of the project: 48 months
Proposed Start Date: June 2013
Duties and Responsibilities:
• Act as overall responsible and lead liaison point for the project, in technical, logistical and financial matters
• Planning and preparing annual work plans, co-ordinating and monitoring the programme's finance according to the operating budget lines and imprest account regulations
• Heading the management unit
• Organising inputs from short-term and long-term experts
• Preparing the Terms of Reference for tenders for services, works and suppliers
• Leading support to develop Community Development Action Plans
• Organising the steering committee meetings, conducting quarterly progress meetings and annual review meetings
• Conducting appraisals for staff
Key Skills & Qualifications:
• A minimum of 10 years' experience working on EC projects in related fields
• A minimum of 6 years' experience working as a Team leader on EDF projects
• A minimum of 4 years working as a Team leader on EC financed micro-projects
• Proven project and staff management experience
• Experience in West Africa would be a distinct advantage
Education: Master's Degree in Development Studies, Business Administration or related field is essential
