ACTIVITIES
Before Contract award
• Assistance to contract documents finalization.
• Identification of any optimization / improvement in the FEED dossier to be implemented in the concept design.
• Possible participation in meetings with selected contractor.
• Follow up of possible anticipated studies or activities.
• Possible participation in meetings with vendors.
During Project Execution phase
• Follow-up of detailed engineering development activities progress related to Safety engineering for the entire system (topsides, hull and interfaces with subsea packages) by the contractor, the vendors and packages vendors. This includes the review and comment of detailed engineering and vendor documentation to ensure compliance with design dossier, Safety Concept, SOR, Company specifications, corporate standard and HSE regulation, international codes, BV and SOLAS applicable rules.
• Supervision, control, review and co-ordination of detailed safety engineering development in compliance with Project specifications and Procedures, Company General Specifications, discipline requirements and international codes, with respect of cost, schedule and required level of quality and safety applicable to this project. This is includes but not limited to:
o Study and evaluation of modifications
o Assessment of the safety deviations
o Assessment of the downgraded situations
o Etc...
• Manage and coordinate the Company safety engineers team in both project locations: Lagos (Nigeria) and Ulsan (Korea).
• Mentoring of junior staff members during the project development.
• Assist in vendor selection.
• Facilitate, review and provide advices and comments on specific safety studies regarding loss prevention engineering for Project (HIPPS & EDP reviews)
• Review fire fighting equipment and life saving appliance specifications, datasheets, technical bid evaluations, purchase order specifications and vendor documentations.
• Review of the firewater systems design including PFD, PID, design of deluge system, calculation notes, hydraulic and transient analysis.
• Review of passive fire protection specification (piping, structural, vessels).
• Review of other safety engineering documentations which are related to safety of personals and facilities such like Process PID, ESD and Fire and Fire gas cause and effect, hazardous area classification layouts, blast study, etc.
• Review of various safety-related studies which are performed by a third party / consultant to identify major hazards and to ensure that risk are managed to ALARP, such like HAZID, HAZOP, SIL determination, Fire Risk Analysis, Explosive Risk Analysis, Safety Critical Elements identification and performance standard, Escape evacuation Rescue analysis, Gas Dispersion and radiation analysis, etc...
• Follow-up recommendations and actions from various safety studies, through Contractor tracking register.
• Report discipline status regularly to Project management.
• Ensure close coordination with other disciplines on all Engineering, Constructability and Operational matters (in particular with LLIs items).
• Manage/attend regular follow-up meetings with contractors, LLIs suppliers and main package vendors.
• Provide technical answers to technical queries related to safety engineering issues.
• Attend the HAZOP sessions with Company team, EPC contractors and vendors.
• Provide technical answers and clarifications to internal project audit sessions (PTR, HAZOP, etc...)
• Manage assistance from HQ Company safety specialist (SEI) (derogation requests ...)
• Ensure that relevant feedback/REX from previous units are considered in the design performance.
• Ensure that design is standardized across the Client's unit.
• Assist to resolve technical clarifications raised during construction and commissioning phases.
• Following up of field engineering modifications as relevant.
HSE
• To ensure that Project HSE policy and objectives are cascaded within their package.
• To fully implement project HSE system with pro-active involvement of HSE personnel at early stage of each phase of the project.
• To ensure that Contractors & Subcontractors HSE assessments are carried out at Contract Award stage and commitment from them are obtained to fill identified gaps with Company HSE requirements and standards.
• To ensure that regulatory requirements are met and that no activity is undertaken without having first obtained the necessary official authorization.
SERVICE DESCRIPTION
• Detailed engineering of Topsides to take place in Lagos.
• Detailed engineering of Hull to take place in Korea.
• Construction activities partly in Nigeria and partly in Korea
• Part of unit integration to occur in Lagos
ACCOUNTABILITIES
• Good engineering dossier for safety engineering discipline all across the entire unit.
• Efficient management of the discipline team.
• Efficient communication with remote Hull team.
• Good and efficient engineering documentation review, comment and follow-up.
• Good leadership with engineering contractors, LLIs suppliers and packages vendors.
• Follow-up of internal technical reviews (HAZOP, PTR 3, 4, HIPPS Committee and others).
NECESSARY PROFILE
• Qualification: Master degree in safety system engineering, preferably Loss Prevention.
• Experience: 10 – 15 year experience in safety engineering field in Oil and Gas activities with at least 2 years in Lead position.
• Experience in FPSO, or offshore facilities, is preferred.
• Good knowledge of industry codes, standards and legislations on SSHE aspect.
• Available for technical missions worldwide.
• Familiar with Client's GS.
• Language: Fluent English.
• Computer literate, especially in process simulation.
• Strong leadership skills and good communication skills.
• Ability to work on projects in a complex and multicultural environment.
• Good analytical skills.
