Job Title: Human Resource Officer

Location: Abuja, Nigeria

Department: Abuja, Nigeria

Responsible to: HR Manager

Responsible for: National Programme Manager

Grade: C

Organisation: Cambridge Education Limited (A trading name of Mott MacDonald Limited)

Purpose: To manage the programme's consultancy contracting and management services. Also manage the Human Resource function of the programme.

Job Profile: The Education Programme is a six-year UK government funded programme designed to provide strategic technical assistance at Federal level in up to 6 Lead States on teachers' skills improvement. It aims ultimately at improving student learning. The HR Officer will support the HR Manager in maintaining a high quality human resource management service for the programme; providing support in the administration of the programme HR services in accordance with best practice and consistent with the Nigerian employment regulations, and standards set by Cambridge Education' systems and Procedures. A major aspect of the job is also to provide the programme with consultancy support services, specifically to identify, contract and mobilise international and national consultants as required by the Federal and State based technical teams.

Accountabilities:

1. HR Functions

• Support the HR Manager in the implementation of the Programme's Human Resource Policies and Procedures and various staff management issues as required;

• Take responsibility for the Management of Cambridge Education (CE) PDR systems ensuring that all staff reviews take place in a timely manner and PDR forms are received and logged appropriately;

• Administrative and logistical aspects of recruitment activities for the programme

• Ensure that all timesheets are inputted as and when due into both the CE FiFi system as well as the timesheet management system and that no 'suspenses' are recorded at the end of the month;

• Management of electronic and manual filing systems for all staff and consultancy related data; ensuring that information is up-to-date and relevant;

• Provide necessary support to State Administrators in the implementation of induction programme in a timely fashion as indicated by the programme Policy document;

• Take responsibility for the development and management of the Programme's yearly training calendar in accordance with training policy for all staff, and provide support to staff in the identification of relevant trainings, training institutions etc as required. Consultancy Services Functions

• Support the HR/Consultancy Manager in the provision of an adequate consultancy support services for the Programme in key areas as may be required including negotiations of terms and conditions of assignments, ensuring contracts for short term consultants are drawn up, signed and returned prior to mobilisation;

• Take responsibility for the management of national consultant contracts, invoices and various issues ensuring appropriate liaison with Finance unit in Abuja;

• Take responsibility for the day-to-day administration of the programme consultancy database in order to search for and identify consultants in a timely and efficient manner, ensure regular update;

• Take responsibility for the maintenance of the monthly TA table ensuring accurate information goes out at the end of every month;

• Ensure that conditions for contracting are met including requisitions, ToRs, CVs and mobilisation forms are received and properly documented before contract are drafted;

• Oversee the maintenance of all HR Unit database systems which includes National Consultant Database, Consultancy Monitoring Database and Invoice Management System etc.

Note: This job description reflects the present requirements of the post. As duties and responsibilities change and develop the job description will be reviewed and be subject to amendment in consultation with the post holder.

Extent of authority:

• Reporting to the HR Manager on a day-to-day basis, this role will include participation in the annual performance development review.

• Special relationships and contacts

• Establish and maintain good working relationships with the international and national consultants, and State Administrators.

Essential competencies/skills

• Excellent people management skills;

• Proven negotiation skills;

• Good IT skills and confidence/proficiency in all Microsoft packages;

• Attention to detail and accuracy;

• Pro-active approach to ensure timely recruitment and mobilisation of consultants;

• Willingness to be flexible and prepared to contribute to the programme in other duties as required.

Required academic/professional qualifications, training and experience:

• Minimum of a first degree

• Relevant professional qualification or postgraduate qualification in HR or Business Administration is an added advantage;

• Previous experience in a similar role is essential;

• Previous experience of managing a consultancy database or general services unit highly desirable.
