(http://fmi.gov.ng/wp-content/uploads/2012/05/Shamsuddeen-Usman-300x181.jpg) The Minister/Deputy Chairman, National Planning Commission, Dr Shamsuddeen Usman, who midwifes the Performance Contract Agreement for Public Office holders in government, has on Wednesday, April 3, 2013 presented his Commission's performance report for January to December 2012 to the Federal Executive Council.
The presentation of the performance report to the Council is coming on the heels of the performance contract signed by President Goodluck Jonathan with members of his Executive Council during the Federal Executive Council (FEC) meeting held on August, 22nd, 2012.
In his presentation to the Council, the Planning Minister highlighted major achievements of his Commission from January- December 2012 amongst which is the trailblazing feat of introducing the performance contract agreement which was designed to measure performance of public office holders in governance, and aimed at providing effective budget implementation and service delivery to Nigerians.
Accordingly, the Minister disclosed that the contract agreement was also to ensure a paradigm shift to results-based management from "financial and output" to "performance and outcome" measurement.
Dr. Usman, has also stated in his score card that NPC had continued to drive institutional transformation for effective achievements of NV20:2020; the first NIP and transformation agenda through provision of evidence-based research and policy advice.
According to Dr. Usman, the Commission's seven agreed performance outcomes are in the areas of effective coordination of plans implementation, effective monitoring and evaluation of policies, programmes and projects, and effective management of the statistical system.
Others were the managerial capacity building for national development, coordination of development assistance and provision of evidence-based research and policy advice and provision of policy regulatory and administrative services.
Among the key outputs achieved by the Commission in line with the agreed performance outcomes are thirty-two policy research and eight policy dialogues undertaken by the Commission in its quest to provide evidence-based research and policy advice.
"In the area of monitoring and evaluation (M&E) policies, thirty Federal MDAs are now using the scorecard, and ten M&E reports have also been produced by the Commission and forty MDAs have also established their M&E units so far."
"For effective coordination of plans implementation, the Commission has also performed remarkably as seven States have already established their planning commissions, and the 1st National Integrated Infrastructure Master Plan framework is being developed, while private sector organisations, such as NESG, are being engaged in the national development processes.
In the area of effective management of statistical system, there was an increased awareness and stakeholders' involvement in the collection and review of statistical data and reports produced by NBS. States GDP Computations have also been on stream to provide measurement of economic activities in the federating states to provide for effective development plans in the country."
Dr. Usman also mentioned that skill gaps in MDAs are being addressed through improvement of quality of training by CMD in order to improve managerial capacity building for national development
He added that the Commission has produced 2011 Monitoring & Evaluation Performance Report, produced the 2011 Annual Economic Performance Report and has produced the 2012 First Half Economic Performance Report and GDP Computation.
Also, various research and studies have been carried out which include growth, inequality and poverty in Nigeria, Agricultural Transformation and Determinants of Agricultural Productivity and Governance and Public Service Delivery Performance for the achievement of MDGs etc.
