Job Title: Monitoring and Evaluation Specialist

Location: Nigeria

Organisation: Sustainable Water and Sanitation in Africa (SUWASA)

Background:

Sustainable Water and Sanitation in Africa (SUWASA) is a six year USAID funded regional program implemented by Tetra Tech(a company based in the USA) with an overall goal of expanding access to safe, reliable, affordable and sustainable water and sanitation services among the un-served and under-served urban populations in sub-Sahara Africa. The program was launched in September 2009 and is currently implementing projects in 8 countries: Kenya, Uganda, Ethiopia, South Sudan, Mozambique, Nigeria, Zambia and Senegal. The program has physical offices in five of these countries (Kenya, Ethiopia, South Sudan, Mozambique, Nigeria and Senegal) and a Regional Office based in Nairobi, Kenya.

SUWASA has been implementing an urban water sector reform project in Bauchi State since May 2011 and is currently planning to launch two additional urban water reform projects in Rivers and Ebonyi States. The Bauchi project is expected to end in May 2014 with a possible extension to 2015 while the new projects in Rivers and Ebonyi will be implemented for a period of two years and are expected to end in April 2015.

Overview of the M&E Specialist Position

The M&E Specialist will be responsible for all M&E activities for the three SUWASA projects in Bauchi, Rivers and Ebonyi States and implementation of the project performance monitoring plans (PMP). H/She will be based in Abuja but will be required to make frequent visits to Bauchi, Rivers and Ebonyi states to provide M&E technical support.

Specifically, the M&E Specialist will:

• Develop appropriate systems for capturing and reporting data including computerized systems and/or spreadsheets;

• In collaboration with the Team Leader(s) and other Technical Specialists, ensure timely preparation of progress reports on a monthly and quarterly basis;

• Undertake periodic reviews of the PMP and performance indicator reference sheets (PIRS) to ensure that the M&E procedures are responsive to the changing project and/or program context;

• Conduct period surveys to generate accurate and reliable performance data for assessing the outcome and impact of the project;

• Prepare success stories and case studies for dissemination through the SUWASA reports and website;

• Develop effective internal systems and tools for data capture, documentation, analysis and reporting;

• Conduct regular data quality assessments to ensure that data being generated and reported is timely, accurate, reliable and of high integrity;

• Participate in periodic project/program evaluations;

• Provide M&E technical support and training, as needed, to the project partners and technical staff to improve the data collection and reporting processes;

• Maintain hard and soft copy documentation/filing system of all project deliverables and support documentation, and;

• Undertake any other relevant duties as may be directed by the Team Leader and Regional M&E Specialist.

Primary Qualifications:

• Three (3) years experience in monitoring and evaluation. Experience working with USAID funded projects will be an added advantage;

• A university degree in a relevant field preferably engineering, public health, economics, statistics, or social sciences;

• Practical experience in conducting data collection and field surveys, and developing monitoring and evaluation systems;

• USAID Results Framework and PMP experience is desired; • Knowledge of utility performance measurement is desired;

• Good working knowledge of Microsoft Office, SPSS, EPi Info or any other relevant statistical tools;

• Experience working in any of the three States will be desirable;

• Excellent analytical and report writing skills.
