Job Title: Climate/Environment Specialist

The Climate/Environment Specialist is required to contribute towards Propcom Mai-karfi meeting its Climate and Environment targets through identifying and engaging issues and opportunities within the program.
1. Background
The goal of this six year programme is 'Increased employment and improved productivity in selected agricultural market systems in Northern Nigeria'.
It is expected that the programme will deliver the following results:
a) At least 500,000 poor people in Northern Nigeria, 50% women, will see their incomes raised by at least 50%;
b) At least £100m of additional public and private investment will be stimulated in support of the agriculture sector.
To achieve these goals, the £22-27 million programme will use the 'Making Markets Work for the Poor' approach to:
• provide intensive support to a range of market functions and value chains in selected sectors
• support entrepreneurship development and enterprise innovation,
• stimulate private sector provision of services
• promote innovative and inclusive business models which have the potential to reach a large number of low-income women and men.
Propcom Mai-karfi wishes to raise the incomes of poor women and men in ways that reduce their vulnerability. Climate change is a key cause of greater vulnerability among poor women and men in northern Nigeria. Farmers face falling rainfall and growing desertification, compounded by overgrazing and deforestation. Climate change may also increase the risks associated with local conflict, especially where land and water resources are scarce.
Propcom Mai-karfi is also keen to explore options to minimise emissions in the markets it intervenes in. Per capita emissions arising from the economic activity of poor farming communities are likely to be low although there are limited data available on this. The programme has the potential to negatively impact on climate change and the environment. Some of the proposed interventions (for example the increased use of tractors and inorganic fertilisers) may result in increased emissions and localised pollution from chemicals and particulates. However, these risks maybe offset by greater use of previously flared gas for fertiliser production as a result of government legislation. Within the programme there is a commitment to investigate further options for promoting the use of inorganic fertilisers with manure and other organic fertilisers and to explore low carbon options for downstream fertiliser production.
2. Scope of work:
The consultant will provide expertise and technical support to the process of implementing and overseeing environmentally sustainable practice within Propcom Mai-karfi. The basis for the work has been articulated in Annex C.1: Climate and Environment Check List and Assurance Note of the November 2012 Programme Business Case submitted to DFID.
The consultant will use a range of desk and field based research tools and activities to:
• Categorise and compare feasible interventions in conjunction with the Team Leader and other senior Propcom team members
• Conduct Sensitivity Analysis of intervention options
• Identify possible "green" procurement opportunities
• Identify stakeholders which require oversight of intervention
• Define climate and environment conditions for bilateral spend
• Help to define how to monitor and evaluate the effectiveness of environmental risk mitigation measures
• Build the research and evidence base for resilient "green" growth opportunities for marginalised communities through the M&E process
• Exploring opportunities to minimise emissions in some of the markets in which the programme intervenes
• Ensuring that agricultural inputs and activities are oriented towards resilient outcomes
• Building the evidence base of the links between climate and environment stresses and smallholder livelihoods
• Provide input to the programme's business plans
3. Reporting:
The consultant will provide support across the Market Sections, consulting with the Propcom Mai-karfi Intervention Managers, Advisers, and other specialists as required. The consultant will report to, and work closely with, the Market Section Managers.
4. Deliverables:
Key opportunities are listed in the Climate and Environment Check-list and within the Appraisal, Commercial, Financial and Management Cases.
Risks (both climatic and environmental) and opportunities are defined for the programme in the separate briefing note provided to the climate and environment advisor of DFID and in the Business Case.
5. Timing & Specification:
The consultant should be a Nigerian citizen and and/or resident with significant experience in climate-related areas of donor-funded development projects. The specialist will provide a comprehensive service and availability, with exact time demands to be agreed.
Requirements:
• An advanced degree (masters or doctoral) in the field of social sciences, agricultural sciences, food security or a related field of study or an equivalent combination of studies and experience;
• Experience in working on donor funded agriculture or rural development programs;
• Atleast 7 – 10 years' experience in undertaking analysis of the climate and environment issues that are relevant across the programme;
• Experience in developing M&E plans and carrying out evidence based research;
• High level analytical and influencing skills;
• Fluency in written and spoken English and Hausa.
