Job Title: PIMU Rural Water and Sanitation Engineer – Niger Delta Support Programme (NDSP)

Objectives of the role: The PIMU Water and Sanitation expert will report to the Senior Technical Engineer on rural infrastructure and will supervise the work of the engineers in the Implementation Field Offices (IFOs).

Length of the project: 48 months

Start Date: Second quarter of 2013

Qualifications and skills: MSc. Degree in Civil Engineering, Architecture, Water and Sanitation, Infrastructure Development,  Urban Planning or other  relevant/equivalent field. S/he must be excellent in spoken and written English. 12 years of experience in the relevant fields may be accepted in lieu of Master's degree. A professional certification in Project Management will be an advantage.

General professional experience: 10 years' experience in design, construction and infrastructural rehabilitation projects, implementation and supervision of civil works (school buildings, health centres, water installation and reticulation, road and drainage construction) and other related physical community development infrastructures.

Specific professional experience

•   At least 5 years' experience in preparation and review of tender dossiers for micro project works tenders

•   3 years' experience in rural/urban construction of water and sanitation infrastructural planning, design development and site selection/preparation

•   At least 5 years' experience of works valuation, preparation of bills of quantities and small scale rural construction projects such as school buildings, health centres, roads, water and the rehabilitation of such infrastructures.

•   6 years field/professional experience in engineering supervision, implementation and monitoring of construction of socio-economic community development infrastructure.

•   Must have at least 3 years' experience in handling water and sanitation issues related to rural infrastructure including quality assurance

•   Familiarity with the EDF regulations and procedures for tendering and implementation of works contracts is an advantage

•   Work experience in Sub-Saharan Africa, preferably West-Africa is an advantage

•   Work experience in the Niger Delta or similar area is an advantage

•   Professional certification in engineering, construction, civil works etc. is an advantage
