                                                                                           Team Leader & Governance/Institutional Development Expert – Niger Delta Support Programme (NDSP)

Objectives of the role:The Project Manager as the team leader has the overall responsibility for all aspects of project planning, communication and implementation. The Project Manager will be based at the PIMU and make regular missions to the IFOs and the communities to support and monitor project implementation.

Length of the project:48 monthsStart Date:Second quarter of 2013Qualifications and skillsAs a minimum the expert should have a Masters' degree in Project Management, Political/Social Sciences, Rural Governance, Development Studies, Forestry or Agriculture Economics or relevant/equivalent field. 15 years of experience in the relevant fields mentioned may be accepted in lieu of Master's degree. A professional certification in Project Management will be an advantage.General professional experienceA minimum of 10 years' experience in international development cooperation and management of rural/community governance, strengthening project implementation and infrastructural development programmes. S/he must be excellent in spoken and written English. Specific professional experienceThe expert should have specific experiences in the following areas:
  • A minimum of5 years'experience in management position or team leader in development cooperation projects including field experience in planning, design and implementation of micro projects and/or community development programmes
·        At least 3 years' experience in project management, governance reform/institutional development at state and decentralised administration level in sub Saharan Africa or similar situation·        Knowledge of the project cycle management approach essential·        Knowledge of Participatory Rural Appraisal (PRA) and participatory Learning and Action (PLA) or Rapid Rural Appraisal (RRA) or similar skills in community development.·        Must have experience with crosscutting and mainstreaming issues within development project context.·        Work experience in West-Africa is an advantage·        Familiarity with the EDF regulations and procedures will be an added advantage

                                                              PIMU Rural Water and Sanitation Engineer – Niger Delta Support Programme (NDSP)

Objectives of the role:The PIMU Water and Sanitation expert will report to the Senior Technical Engineer on rural infrastructure and will supervise the work of the engineers in the Implementation Field Offices (IFOs).

Length of the project:48 monthsStart Date:Second quarter of 2013Qualifications and skillsMSc. Degree in Civil Engineering, Architecture, Water and Sanitation, Infrastructure Development, Urban Planning or other relevant/equivalent field. S/he must be excellent in spoken and written English. 12 years of experience in the relevant fields may be accepted in lieu of Master's degree. A professional certification in Project Management will be an advantage.General professional experience10 years' experience in design, construction and infrastructural rehabilitation projects, implementation and supervision of civil works (school buildings, health centres, water installation and reticulation, road and drainage construction) and other related physical community development infrastructures.Specific professional experience
  • At least 5 years' experience in preparation and review of tender dossiers for micro project works tenders
  • 3 years' experience in rural/urban construction of water and sanitation infrastructural planning, design development and site selection/preparation
  • At least 5 years' experience of works valuation, preparation of bills of quantities and small‑scale rural construction projects such as school buildings, health centres, roads, water and the rehabilitation of such infrastructures.
  • 6 years field/professional experience in engineering supervision, implementation and monitoring of construction of socio-economic community development infrastructure.
  • Must have at least 3 years' experience in handling water and sanitation issues related to rural infrastructure including quality assurance
  • Familiarity with the EDF regulations and procedures for tendering and implementation of works contracts is an advantage
·        Work experience in Sub-Saharan Africa, preferably West-Africa is an advantage
  • Work experience in the Niger Delta or similar area is an advantage
  • Professional certification in engineering, construction, civil works etc. is an advantage
