Fifa president Sepp Blatter believes a "cold war" has broken out between the world governing body and the FA about Russia staging the 2018 World Cup. England's bid to host the tournament only attracted two votes.

Persistent allegations of corruption have since been made about the World Cup bidding process. Blatter, 77, also stated it is "not rational" to play the 2022 competition in the summer heat of Qatar, where temperatures can reach 50C.

Blatter said: "Before the awarding of a World Cup or Olympic Games, there is a meeting with the politicians. We had it here in Zurich.

"They influence the voters. England didn't get the 2018 World Cup and, ever since, there has been a cold war with Fifa."

Russia beat England and joints bids from Spain- Portugal and Netherlands-Belgium to win a ballot of Fifa's 22 executive members for the right to host the 2018 World Cup. At the same ceremony in December 2010, Qatar was backed to host the 2022 tournament.

A number of senior Fifa officials, including two executive committee members, have since been banned for breaching the organisation's ethics code in the run up to the voting.

The world governing body has reacted to the scandal by appointing lawyer Michael J Garcia to head an ethics committee investigation.

Speaking about the 2022 vote, Blatter said voters were influenced by the pressure to take the World Cup to the Middle East for the first time.

He said: "There were interventions at different levels so that it would go to an Arab country. Geopolitics did its work."

In March, Fifa general secretary Jerome Valcke argued that the Qatar World Cup could be moved if medical reports highlighted related health risks.

Blatter said plans to use air-conditioned stadiums in the Arab state would not be sufficient.

"The World Cup is more than just stadiums, it is an array of social and cultural activities around the competition,'' Blatter told French newspaper L'Equipe.
A cold war is the last thing we need in football right now. There are better things for both parties to take care of....
