Setting and Reporting: This position is located in the Programme Support Team (PST) of the Country Office in Nigeria (CONIG), Integrated Programme and Oversight Branch (IPB), Division for Operations (DO), United Nations Office on Drugs and Crimes (UNODC) in Abuja, Nigeria. The Programme Officer (Monitoring and Evaluation) will work under the direct supervision of the Programme Management Officer (Head of Project Support Team), and the overall guidance of the UNODC Country Representative. Responsibilities:
The Programme Officer (Monitoring and Evaluation) will be responsible for enhancing the monitoring and evaluation (M&E) capacity within the UNODC Country Office in Nigeria (CONIG). Within assigned authority, the Programme Officer will be responsible for the following tasks:
• Ensure compliance of CONIG activities with the UNODC/ European Union (EU) M&E requirements and ensure the efficient management of development results as well as the effective communication between CONIG and UNODC headquarters (HQ).
• Be responsible for monitoring and reporting activities at the CONIG level in collaboration with the Project Core Teams. Manage the preparation and timely submission of the corporate annual report of CONIG to HQ, by providing technical guidance and coordination support. Monitor quarterly results of key projects and outcomes and organize the results review meeting every quarter. Ensure and support Project Core Teams in organizing quarterly review meetings with partners.
• Support the development of an evaluation strategy for all key activities to be carried out within the project, including the establishment and management of baselines and monitoring systems.
• Support the results-based planning to ensure that results-based monitoring are well integrated at the planning stages of different EU-funded projects.
• Enhance M&E capacities of national partners.
• Enhance efficient information management of M&E-related documents and data through the use of the M&E database, and other corporate tools. Prepare office monitoring database and ensure the usage of the database for the quarterly results monitoring with project core teams. Ensure that all relevant M&E documents are properly uploaded and managed in the monitoring database.
• In close cooperation with the Strategic Planning Unit (SPU) provide technical guidance to Project Coordinators and Project Core Teams and enhance the capacities of project staff. Conduct training for the project staff in the areas of RBM, results-based planning, reporting and monitoring.
• Ensure that the Project Core Teams conduct monitoring activities in line with UNODC/ EU policies, procedures and requirements.
• Handle the implementation of the monitoring business process and mechanisms within the relevant Project Core Teams and update the business process documents, and tools as necessary.
• Assess the performance indicators on a regular basis to ensure compliance with projects and country office targets.
• Coordinate with the senior management team and all other cross-cutting teams/units in order to ensure that M&E issues are well integrated in the oversight functions.
• Support the undertaking of external evaluations and the work of external evaluators evaluating projects in CONIG.
• In close cooperation with the Independent Evaluation Unit (IEU) be responsible for decentralized evaluations at the Country Office level and support the management of independent evaluations by IEU. Ensure that quality of each decentralized evaluation conducted by the Project Support Team (e.g. outcome evaluations and project evaluations) complies with Terms of Reference and final reports of UNODC corporate requirements and standards.
• Guide and supervise the work of the Associate Expert for quality assurance, and perform other duties as required.

Education: An advanced university degree (Master's degree or equivalent) in international development, economics, public administration, international affairs, or other related field, is required. A first-level university degree in similar fields in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience: A minimum of five years of progressively responsible experience in monitoring and evaluating programmes/projects in the field of development, drugs, crime, corruption or rule of law or a similar related field is required. Experience in results-based planning, monitoring, reporting is required. Experience in programme/project management is required. Experience as a trainer on results-based Monitoring & Evaluation (M&E) is an asset. Experience in developing practical guidance and tools on M&E is an asset. Experience in the United Nations system or similar international organization is an asset. Experience in the use of European Union monitoring and evaluation tools and approaches is an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language is an asset.
Assessment Method: Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice: This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
