Roles and responsibilities: Targeted States High Impact Project (TSHIP) is a five-year USAID-funded project focused on increasing the use of high impact and integrated maternal, newborn and child health and family planning/reproductive health interventions in all 23 LGAs of Sokoto State. The Project is being implemented by a consortium of five organizations: Centre for Education, Development and Population Activities (CEDPA), Futures Group International LLC (Futures Group), JHPIEGO, Management Strategies for Africa (MSA), with the JSI Research & Training Institute Inc. (JSI) being the prime organization.

SPECIFIC OBJECTIVES INCLUDE:

•   To provide necessary framework for objective policy analysis, implementation and monitoring of measures aimed at addressing human resource for health situation in Sokoto State.

•   Use best practices to inform human resource for health management and planning that promotes equitable distribution, retention and rotation of health human resources.

•   Develop mechanisms to institutionalize motivation and performance incentive that recognizes hard work and services in hard to reach areas.

•   To strengthen institutional framework for human resources management practices in the health sector at State and LGAs.

•   Develop long and medium term strategies and plans for investment in productive health work force.

•   To address system-wide issues of task shifting, training needs and monitoring and supervision of health care workers in the delivery of quality health care services.

EXPECTED TASKS

Lead Consultant:

•   Lead the process of developing the State HRH Policy (2013-2017)

•   Provide overall leadership on desk reviewing of the national human resource for health policy/framework, the Sokoto State data on human resource for health and any/or other relevant documents (local, national and international) on health work force available at State and LGAs by different categories.

•   Lead the process of designing the data collection tools and using same to capture quantity, quality and skill-mix of available health work force at State, LGA and facilities. The checklist should also cover recruitments and their processes, deployment/posting, retention, training, performance and other areas of priority to the assignment.

•   Plan and organize, in a participatory manner, a three day dissemination workshop for key stakeholders and thereafter use inputs to improve on the zero draft HRH policy; and

•   Conduct a 2-day validation workshop for key stakeholders and use final inputs to produce a HRH policy and plan for the state.

•   Work closely with the pre-service health training institutions to determine current levels of admission, passing rate and possible attrition of graduands with a view to making informed forecasts on attainment of standard health workforce for Sokoto State including recommendations that will inform the State HRH policy

Consultant:

•   Work closely with the lead consultant to develop a detailed work-plan covering the period of the assignment;

•   Participate in desk reviewing of the national human resource for health policy/framework, the Sokoto State data on human resource for health and/or any other relevant documents (local, national and international) on health work force available at State and LGAs by different categories.

•   Support in the conduct of a three day dissemination workshop for key stakeholders and thereafter use inputs to improve on the zero draft HRH policy;

•   Undertake field visits to relevant MDAs, pre-service training health institutions and professional associations for data collection;

•   Work with the lead consultant to analyze the data collected from the pre-service health institutions, field;

•   Participate in the development of a HRH policy zero draft and implementation plan based on the state priority needs; and

•   Perform any other relevant tasks that may arise in the course of this assignment.

Data Collectors:

•   Undertake field visits to collect data form relevant MDAs, pre-service training health institutions and professional associations;

•   Assist in the collation and analysis of the HRH information earlier collected from the field

•   Support in the conduct of a three day dissemination workshop for key stakeholders and thereafter use inputs to improve on the zero draft HRH policy;

•   Perform other functions/relevant tasks that may arise in the course of this assignment.

DELIVERABLES

•   Detailed work plan of activities covering the duration of the assignment.

•   Instruments used for the HRH data collection.

•   Interim report of the situation analysis and recommendations therein to inform further actions.

•   Reports of proceedings at the two workshops.

•   Clean copy of the Sokoto State HRH Policy & Plan.

Skill set   

QUALIFICATIONS:

Consultants:

•   An advanced University degree (at least Masters Degree level) in Human resource management, Health management, Developmental studies, Public Administration, Business Management, Social sciences, Social works and other related fields.

•   At least 10 years working experience in policy research and design, human resource management, social developmental work and other cross-cutting areas such as pre-service education, community health, governance, leadership etc.

•   Proven experience in surveys and assessment, policy research, strategic planning, Monitoring and evaluation (including quantitative and qualitative studies), data and information analysis and excellent report writing skills.

•   Excellent communication skill is an essential requirement. Working knowledge of Sokoto State would be an added advantage.

•   Previous experience in human resource for health planning, management and administration would be added advantage.

•   Experience in conducting social research is desired.

•   Team player and willingness to work under pressure.

•   Willingness to travel extensively to LGAs, communities and rural health facilities is highly desired.

Data Collectors:

• Hold at least a National Diploma in Human resource management, Health management, Developmental studies, Public Administration, Business Management, Social sciences, Social works;

• At least five years of experience working with the Sokoto State Public Service;

• Experience in conducting social research is desired.

• Team player and willingness to work under pressure.

• Willingness to travel extensively to LGAs, communities and rural health facilities is highly desired.
