Job Title: State Programme Manager (SPM)

Locations: Kano, Nigeria

Recruiter: Mobilizing for the Development (M4D)

Mobilizing for the Development (M4D) is a new, DFID-supported programme meant to support local governance for improved service delivery and accountability in the areas of health, education, water and sanitation and livelihoods. It will also leverage Nigeria's MDG Conditional Grant Scheme (CGS) to scale up technical and capacity support for local government authorities. (LGAs)  M4D will work with both policy makers and service providers at state and LGA level as well as local-level civil society and community-based organizations (CSOs and CBOs) and state holders. M4D is especially interested in working to support innovative and increased both demand and supply-side governance reform, M4D will work initially in three states -Kano, Kaduna and Jigawa States where it will work in three local governments each. All the above posts are based out of M4D's head office in Kano.

Reporting to the National Team Leader, this role will provide the key interface between M4D and stakeholders in Kano State – both at State level and local level across government, with civil society and other stakeholders such as the private sector.

•   The State Programme Manager will be responsible to designing and delivering M4D's programme in Kano state, identifying and engaging key stakeholders, issues the programme works on at local level and linking these effectively to state policy and civil society initiatives at a higher level.

•   S/he will maintain strong relationships with CBOs, community groups, LGA leadership and staff and key actors at state level, supporting capacity strengthening initiatives, the identification and implementation of innovative and new approaches that improve engagement, foster greater transparency and accountability and improve service delivery.

•   The SPM will also support research and advocacy on the policy and regulatory environment and manage a team of eight staff working across three LGAs, also linking with other DFID and donor programmes in the state to create maximum impact and synergy.

•   Applicants should have a minimum of a first degree in a relevant discipline,

•   With at least 10 years post-graduation experience and demonstrate a sound understanding of local governance, including practical skills and experience across PRA techniques, community strengthening, capacity building and a good understanding of social exclusion as well as research and monitoring and evaluation. A pragmatic and solutions.

•   Focused approach and an entrepreneurial style essential to succeed in this role.

•   The successful applicant will also have strong interpersonal, communications and presentation skills, with experience of governance and work in Northern Nigeria, preferably with sound experience of Kano State. S/he will be able to communicate fluently in both Hausa and English.
