Job Title: Procurement and Supply Management Advisor Malaria

Description:

John Snow, Inc. (JSI) is a US-based international public health firm managing four (4) supply chain management-related projects through its integrated office in Abuja Nigeria. JSI is seeking to fill the position of Procurement and Supply Management Consultant – Malaria to support Procurement and Supply Management activities and develop capacity at the National Malaria Control Programme in Abuja.

JSI is implementing the United States Agency for International Development (USAID) | DELIVER PROJECT, a technical assistance project funded by USAID aimed at increasing the availability of essential health supplies through procurement services and strengthening supply chains. The USAID | DELIVER PROJECT has been tasked to assist the National Malaria Control Programme in strengthening procurement and supply management (PSM) systems for malaria control and treatment-related commodities.

The Procurement and Supply Management Consultant – Malaria will be responsible for supporting NMCP's day-to-day commodity pipeline monitoring and shipment tracking activities and developing the systems and personnel capacity within NMCP to implement and develop systems essential to supply planning, commodity procurement, shipment tracking, pipeline monitoring and donor collaboration on supply chain issues. This work will be undertaken in collaboration with the NMCP PSM team and project logistics officers based in Abuja and PMI Nigeria. The Procurement and Supply Management Consultant – Malaria will report to the USAID |DELIVER PROJECT Director for Malaria Program Activities.

RESPONSIBILITIES:

1. Support the joint collaboration effort between PMI and Global Fund PSM activities in focus states and develop strategies and tools to foster collaboration in procurement planning at both JSI and VPP levels, including shipment tracking, distribution, supervision, reporting & information management

2. Support routine meetings of procurement and supply management coordination working groups and committees for malaria commodities

3. In collaboration with JSI support the joint planning, implementation and monitoring of the GF-CBS / SCMA contract with particular reference to the following activities; •   Development of National Quantification, forecasting and supply planning. •   Provision of technical assistance in collation, analysis and review of supportive supervision report of GF-supported states

4. Undertake analyses of procurement and supply management requirements and current business practices and identify gaps in personnel, systems, policies or other resources required to assure performance and effectively communicate these analyses to stakeholders for action.

5. Provide technical input for organizational development and capacity building for PSM with the NMCP.

6. Provide technical input in developing Standard Operating Procedures (SOPs) for routine PSM activities, monitoring adherence to SOPs and development of appropriate technological solutions to data management for supporting PSM

7. Support NMCP in its efforts to collaborate with GON and other partners in supply chain management harmonization efforts, engaging with managers supporting supply chain logistics for maternal, neonatal and child health, HIV/AIDS and other programs to identify synergies, efficiencies and supply chain performance improvement targets.

8. Work closely with JSI Nigeria management on managing relationships and maintaining routine communications with USAID, CDC, MAPS, NMCP, ARFH, SHI, DfID, SUNMAP, SURE-P and all other Malaria Program stakeholders

9. Provide technical contributions to quarterly and annual reports for submission to program funders, particularly Global Fund and PMI, but others as required.

10. Contribute to identifying and documenting best practices in malaria commodity supply management

11. Help to develop terms of reference for Short-Term Technical Assistance (STTA) providers to provide required TA for procurement and supply management activities

12. Facilitate transfer of skills to appropriate NMCP staff through mentoring and on-the-job training.

13. Develop standard operating procedures and tools for supply planning for Global Fund and World Bank commodity consignments as well as for planning distribution of these consignments to states and assure that appropriate NMCP personnel have the necessary skills and resources to implement these procedures.

14. Other appropriate duties as assigned

QUALIFICATIONS:

Applicants for this position should possess the following minimum qualifications:

•   An advanced degree in Public Health, Pharmacy, Logistics Management or Business Administration

•   Five years of professional experience in health program management, preferably in malaria control program supply chain management

•   Proven experience in managing public health programs or projects in Nigeria or similar developing country context

•   Demonstrated ability to monitor, supervise, and train in health service programs

•   Extensive knowledge of the Nigerian public health sector.

•   Strong analytical and problem solving skills

•   Experience in identifying and managing the implementation of IT solutions for information management and sharing highly desirable

•   Excellent technical writing and oral presentation skills

•   A proven ability to work as part of a team and to be self-managing

•   Knowledge of Microsoft Office, including Word, Excel, and PowerPoint

•   Ability and willingness to travel to project-supported states within Nigeria
