JOB DESCRIPTION:
The deputy team leader will work closely with the team leader to ensure the smooth development, implementation, and monitoring of an ambitious program of research; capacity building for ministries, NGOs, and CSOs; expansion of pilot projects; and dissemination of evidence and best practices to promote asset building and safe spaces for vulnerable adolescent girls in Northern Nigeria. The deputy team leader will manage relationships with the different categories of implementing and collaborating partners of the project by working with them to deliver on project targets, ensuring accurate and timely reporting to the Council and appropriate human and financial resource allocation to project activities in accordance with terms of their sub-awards. The deputy team leader will also work closely with each of the project partners to ensure their appropriate documentation of project activities and outcomes. S/he will work with the team leader to convene and foster a community of practice around safe spaces-based adolescent girls' empowerment programming in Northern Nigeria and will represent the Population Council as appropriate and when the team leader is not available. The deputy will also oversee the dissemination of information and documentation in collaboration with the program staff, partner organizations, and other Council staff.

RESPONSIBILITIES:
1. Ensure establishment and ongoing effective relationships with government, community safe spaces partners, schools, and other local partners to deliver on service delivery, research, and knowledge sharing objectives. The Deputy Team Leader will work closely with the Programme Coordinator, Team Leader and other project staff to
• Develop and implement a framework and criteria for selecting focus communities, state and local government partners, and recipients of grants for community safe spaces implementation
• Develop an engagement strategy for effective entry and partnering and lead the programme team to ensure that the project is working effectively with policy leaders, key traditional and community leaders, government officials, community safe space partners, and other project partners and groups
• Develop documentation and communications to key partners on project activities and partnership arrangements, working with relevant project staff for proper review and dissemination.
• Serve as a key project representative and contact for ongoing engagement of government officials and key partners, documenting contact and bringing issues to the attention of project and Population Council leadership for resolution.
2. Supervise programme technical team engaged directly in safe space service delivery, including the Programme and Training Coordinator and Programme Officer, ensuring workplan development, properly organized trainings and technical support to adolescent girls clubs, and development and submission of timely, quality reporting.
3. Provide context, information, guidance to support decisions related to staff and partner security and implementation of project activities.
4. Work closely with the Deputy Director (Knowledge Management and Advocacy) to deliver timely, useful input and drafts of periodic project reports, success stories, learning, and best practices.
5. Provide insights, expertise, reviews, and other contributions to the development and implementation of monitoring and evaluation and research activities of the project.
6. Carry out periodic monitoring, public relations, and support visits to key state, LGA, and communities, leaders and partners, bringing knowledge and guidance back to the project team for sharing and to inform activities
7. Take the leadership in organizing periodic and other meetings, as necessary, to inform and provide feedback to partners to build and continue productive relationships and drive project work.

QUALIFICATIONS:
1. Master's degree in a social science, health or other related field with a minimum of eight years of experience working on adolescent girls and women's health, social and political empowerment, preferably in northern Nigeria
2. Theoretical and practical knowledge of social development, gender, and adolescent programming, women's empowerment and rights, and/or reproductive and intercourseual health as demonstrated in achievements and positions in previous posts.
3. Familiarity with DFID programming approach and expectations, particularly on accountability framework (M&E systems) and reporting
4. Extensive knowledge and experience working with women and girls focused community based organizations and NGOs in Nigeria, preferable in northeast and northwest Nigeria.
5. Demonstrated ability to engage local activists, officials, and community groups to gain support and leverage resources to deliver on safe space service delivery and research objectives in focus staffs
6. Solid leadership, management, and staff development skills in order to effectively manage and supervise a diverse range of finance and operations staff.
7. Knowledge of safe space and other adolescent girls programming experience and best practice and demonstrated ability to bring innovations and new learning to project staff and partners.
8. Excellent English language writing and speaking ability.
9. Must speak fluent Hausa and have strong knowledge and experience working in northern Nigeria
10. Experience writing reports, correspondence, and project documents, including success and human interest stories for information sharing.
11. Excellent organizational and interpersonal skills.
12. Ability to handle a heavy workload with competing priorities and work independently with minimal supervision as part of a team.
