JOB DESCRIPTION:
The Population Council is seeking a team leader to direct an ambitious program of research; capacity building for ministries, NGOs, and CSOs; expansion of pilot projects; and dissemination of evidence and best practices to promote asset building and safe spaces for adolescent girls in six states across Northern Nigeria. To identify and improve best practices for strengthening asset building and safe spaces programs for girls, the team leader will oversee the development and implementation of research initiatives, including studies using longitudinal cohorts, and innovative qualitative and participatory methods. The team leader will work with universities, research institutions, and other entities to create learning platforms for research, capacity building, and dissemination of research results and best practices. S/he will be responsible for the program team's development of methodologies that promise rapid scale up of safe spaces and youth clubs; the use of technology for girls' learning and skills development and to enhance girls' capital; and an ambitious information dissemination program to Nigerian and international organizations of best practices and lessons learned. The team leader willbe the main contact point with the donor and ensure effective and timely delivery of all project results.

RESPONSIBILITIES:
1. Provide overall vision, leadership, management and technical direction for implementation of the project.
2. Oversee the financial and operational management of the project, including budget preparation and implementation, timely and accurate internal and donor reporting, and ensure that personnel contracts, grants and awards required to meet project goals and objectives are fulfilled.
3. Coordinate with key project staff and partners security planning, timely programmed and security decisions, and information sharing to ensure full implementation, safety and security of staff and partners.
4. Provide technical support and strategic guidance to CSO and institutional partners, government officials, and consultants to deliver the high quality safe space services and research reflected in the project design and programme description.
5. Supervise and work effectively with project staff to achieve the expected outcomes of the project, including scale up of safe space programming while improving quality of services provided by community-based partners; strengthening learning hubs for girls programming, addressing the need for policy change, and implementation of research knowledge sharing on implications of safe space programming for adolescent girls.
6. Identify and implement appropriate technologies for girls to provide them with greater communication and networking skills, and opportunities to save and track money.
7. Oversee with vigilance, project budgeting and spending to ensure adherence to Population Council and donor requirements, and cost effective implementation, and develop and sustain partnerships with other international programmes and local organizations to leverage and enhance technical and financial resources to maximize the impact of this program.
8. Serve as the primary representative of the project with the donor, other donor organizations, and governmental and non-governmental counterparts on project-related technical and management issues.
9. Provide direction and oversight of the project's communications, knowledge sharing and periodic internal and external reporting, ensuring appropriate and consistent messaging about programme activities and achievements.
10. Participate, as appropriate, in the recruitment of in-country project staff and their integration into Population Council's structures and processes (locally and globally) to ensure sufficient and appropriate staffing for the achievement of high quality results.
11. Travel within Nigeria, as needed, to provide managerial and technical support to staff, counterparts, and government agencies.
12. Other programmatic and technical responsibilities, as assigned.
QUALIFICATIONS:
1. At least a masters' degree with extensive experience, in social development, public health, education, or related field with expertise in a range of quantitative and qualitative research methodologies and evaluation.
2. 10 or more years' experience in designing and implementing programmatic and research interventions in international development, preferably in Nigeria with a focus on northern states. Project experience should include rigorous monitoring and evaluation and incorporating cost effectiveness into project planning.
3. Demonstrated ability to represent the Population Council with donors, government agencies, non-governmental organizations, civil sector society, and organizational counterparts, and to discuss the project's findings, lessons learned, opportunities, and challenges in a compelling and articulate way.
4. Expertise to lead, motivate, and supervise a multi-disciplinary group of senior program and operational staff to achieve high quality performance and project vision, ability to identify areas for staff development and training, and demonstrated experience in capacity building.
5. Demonstrated ability to prioritize and make decisions in timely manner under competing priorities and demands.
6. Experienced in collaborating with and providing technical support to research investigators and program and policy professionals from a variety of fields and cultures to strengthen policies and programs.
7. Excellent diplomatic, representational, problem solving, management, and interpersonal skills.
8. Excellent written and oral English-language communications skills, including top quality presentation skills.
9. Willingness to travel within Nigeria and across the region.
