The team has the mandate to ensure the evolution of a broad-based, a methodic articulation of views of stakeholders, perceptions and thoughts on strategies and methodologies that would engender efficient security service delivery in Nigeria as a national policy instrument.

While inaugurating the team in his Office, the Minister of Police Affairs, Navy Capt. Caleb Olubolade explained that the policy document would be concerned with matters that will ensure security and safety of the individuals as well as corporate persons in the society; while also evolving the roles and responsibilities of the individuals, community and the various tiers of government in ensuring peace and orderliness in the society.

According to the Minister, the objective of the exercise will be to determine and codify the roles of stakeholders on issues relating to public security and safety as well as relate them to international best practices for implementation in Nigeria.

Olubolade further explained that the document, when developed will provide a roadmap and rules of engagement of security agencies on matters relating to internal security, provide a standardized procedure for action by individuals and communities during security threats and ensure appropriately streamlined engagements of security agencies in public safety issues.

He also gave the assurance that the policy document would achieve efficient resource utilization and synchronization of efforts on matters relating to internal security and provide an overall framework for public security and safety in Nigeria.

The Minister said the facilitators of the project, led by a University don, Professor Femi Odekunle, were selected based on their track records and charged them to ensure the evolvement of a document that would stand the test of time and which implementation can measure up to international best security practices.

While responding on behalf of Professor Odekunle, a member of the team and former Permanent Secretary of the Ministry of Police Affairs, Dr. Tukur Bello Ingawa assured the Minister that they will not disappoint Nigerians at evolving a policy that would make every Nigerian take the issue of security as his personal business.

The team also has a former Federal Capital Territory Commissioner of Police, Lawrence Alobi; a former Director, Police Services, Alhaji Musa Shafi and a University Lecturer and Security Consultant, Dr. Kemi Rotimi, as members.
