Description:   – The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking to recruit a resident revenue administration advisor to be based at the new Africa Regional Technical Assistance Center (AFRITAC) West 2 that will be established in Accra, Ghana, and is due to commence operations around December 1, 2013. The contract will be a one-year renewable appointment, subject to satisfactory performance. AFRITAC West 2 will cover six countries in the region, namely Cape Verde, Gambia, Ghana, Liberia, Nigeria, and Sierra Leone. – The revenue administration advisor will assist AFRITAC West 2 member countries in the development and implementation of tax and customs administration reforms. The advisor's primary responsibilities will be to: (1) support the center coordinator and steering committee in developing and monitoring the AFRITAC West 2 revenue administration work plan in close consultation with FAD; (2) work closely with the assigned FAD backstopper in the execution of the annual revenue administration work plan; (3) consult with revenue authorities of member countries, including provision of direct technical assistance as needed; (4) help member countries with their implementation of tax and customs administration reform strategies designed in close coordination between these countries and FAD;  (5) provide backstopping support to short-term tax and customs administration experts recruited to deliver technical assistance to AFRITAC West 2 member countries; (6) manage the development and delivery of tax and customs administration capacity building events such as regional workshops and seminars; and (7) coordinate with other technical assistance providers and their experts.

Qualifications:

The technical skills and qualifications required for this position include a high level of knowledge and experience in the fields of either tax administration or customs administration, or desirably both in the following areas:  

•   The legislative and regulatory environment for tax and/or customs administration;

•   Organization, strategic planning and management of tax and/or customs administration agencies;

•   The use of information technology to support effective and efficient tax and/or  customs administration operations and management;

•   A wide range of tax and/or customs administration technical procedures and controls;

•   Policies and activities in the fields of tax and/or customs administration audit, compliance, and enforcement;

•   International best practices in tax and/or customs administration;

•   Experience in the delivery or management of Technical Assistance, desirably with knowledge of results based management issues and practices; and

•   For candidates with a customs background, knowledge of WTO/WCO standards and regulatory issues, as well as best practices in trade facilitation.  

Applicants should have extensive practical experience in the above areas in a senior position within a tax and/or customs administration, government agency, or international organization. Preference will be given to applicants who have an all round experience in managing tax and/or customs operations; who have participated in tax and/or customs administration reform programs; who have experience in managing/overseeing technical assistance work and coordinating with other donors and technical assistance providers; who have knowledge of tax and/or customs issues in a regional context; and who are aware of the issues and challenges facing revenue administration reform in the West African region, including regional issues associated with the Economic Community of West African States (ECOWAS). Previous experience of capacity building in tax and/or customs administration (such as participating in tax and/or customs administration technical assistance activities and organizing and conducting training courses and workshops) would be an advantage, as well as flexibility and adaptability in a range of tax and/or customs administration issues.

General requirements for candidates include:

•   A university degree or equivalent qualification relevant to professional work;

•   Strong oral and written communication skills in English is essential;

•   Familiarity with modern computer systems and applications software;

•   Excellent interpersonal skills, and ability to work as part of a team, to maintain effective and cooperative relations with national authorities as well as donors or other stakeholders, and to handle sensitive issues with discretion in a multicultural environment; and

•   Willingness to undertake significant travel within the region.

•   Proficiency in Portuguese would be beneficial.

Candidates not selected for this position may be considered for other FAD short-term expert assignments.
