Description:   – The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking an experienced Public Financial Management (PFM) expert to work as a Resident Advisor in the West Africa Regional Technical Assistance Center 2 (AFRITAC West 2).  AFRITAC West 2 covers Cape Verde, the Gambia, Ghana, Liberia, Nigeria, and Sierra Leone. The successful candidate will help strengthen public financial management in these countries by assisting with all aspects of PFM reform. – Working closely with staff from IMF headquarters, the resident PFM advisor will be responsible for the development, management, and delivery of technical assistance and capacity building activities in the PFM area. Specifically, the PFM Advisor will: (i) support the center coordinator and steering committee in developing and monitoring the AFRITAC West 2 PFM work plan in close consultation with FAD; (ii) help, through the provision of technical advice and support, country finance ministries to review, design and implement strategies to improve the PFM legal frameworks, institutions, procedures, and systems to improve fiscal sustainability, enhance budget credibility, strengthen expenditure control, and enhance fiscal transparency; (iii) provide backstopping support to short-term PFM experts recruited to deliver technical assistance to AFRITAC West 2 member countries; (iv) manage the development and delivery of PFM capacity building events such as regional workshops and seminars; and (v) coordinate with other technical assistance providers and their experts. The work of the advisor will encompass a range of areas including: PFM legislative review, development of medium-term budget frameworks, performance based budgeting, accounting, fiscal reporting, public-private partnerships, cash and debt management, treasury single account, expenditure tracking, and donor tracking.

Qualifications: In addition to an advanced degree (Masters or Ph.D.) in public finance and/or accounting or a related field, the candidate should have a minimum of ten years experience working in or with finance ministries or related institutions. Experience in delivering technical assistance in developing countries and work experience in the AFRITAC West 2 region would be an advantage. Sound judgment, strong interpersonal, management, and communications skills are essential. Strong oral and written communication skills in English is essential; proficiency in Portuguese would be beneficial

The selected candidate will be based in Accra (Ghana) and conduct missions to AFRITAC West 2 countries, coordinate the advice of experts that may be contracted on a short-term basis, and engage in training activities. The candidate will work closely with IMF staff in Washington D.C. and in the AFRITAC West 2 office. The contract will be a one-year renewable appointment, subject to satisfactory performance.

Candidates not selected for this position may be considered for other FAD short-term expert assignments.
