Job Description:
We are currently looking for our client, a major operator in the Oil and Gas industry, a CONTRACT ENGINEER, in charge of:
• Supervising a team of three (3) personnel (2 Staff) and (1 Contracted).
• Attendance to Contract & Procurement (C&P) and COMPANY HSE meetings by him and his team
• Making sure every COMPANY contract created by him or his team contains latest HSE T&C's in line w/ TEPNG & HQ requirement
• Enforce and drive the inclusion and evaluation of the proper HSE metrics in Technical Call for Tenders.
• Represent and champion C&P objectives in ECP's Minor Contracts Committee in the evolvement of Contract Strategies: establishing balanced Bidders list, determining and forecasting contract cycles, reducing the quantum of derogations etc.
• Carrying out all contract activities and process in accordance with COMPANY rules.
• Ensuring that contracts are drafted in accordance with approved model contracts and contributes to periodic review of same.
• Ensuring that contracts are created & managed in (UNISUP) SAP, in COMPANY data base and Contract Management Systems.
• Ensuring the effective use of COMPANY's Enterprise Resource Planning tools and systems (Electronic portals for Call For Tenders,) for optimum productivity and NNPC NIPEX Portal.
• Participating and leading negotiation with strategic suppliers, either for dispute resolution, claim settlement or for generating value for money and savings.
• Recording all savings generated for contracts and obtaining validation of such savings via COMPANY "Fiche Best" system.
• Participate in generating corporate contract strategies for critical, strategic and high value contracts, by preparing and making presentations to COMPANY's Control Committee and Validation Committee.
• Managing a network of Vendors & relationships with relevant Stake Holders (NAPIMS, NCD, Dept Petroleum Resources DPR).
• Ensuring the deployment of the COMPANY's Group strategic initiatives such as Frame Agreements, FALTC etc.
• Consulting and liaising with COMPANY's Category Managers (CATMAN) network at the Headquarters while preparing strategies and documentation of high value contracts and giving feedback to CATMAN when necessary.
• Preparing contracts in support of Engineering Construction & Projects activities for the PHC District.
• Providing post-award contractual and commercial support to ECP in the management of Claims, Change Orders, dispute resolutions, Contract close-out and up-date in Vendor data base when relevant.
• Using correct Model of Standard Contract specific to the service/operation being carried out.
• Preparing response to any audit inquiry in relation to his own contracts and the ones of his team.
• Monitoring of active contracts under his team to ensure timely extension, revision or termination as may be required.
• Timely creation of Contracts in CONTIKI & (UNISUP) SAP data base ensuring accurate reporting & prompt payment of Contractors.
• Ensure that DUET meetings are held in his section and MOM issued; Participate in Planning meetings and challenge Metier Partner when relevant.
Desired Skills & Experience:
• A Degree in Engineering, Quantity Surveying or Project Management (BSc with minimum 2nd Class Honours)
• At least 10 years experience in Supply Chain in Oil & Gas, including minimum 5 years in Project contract disciplines
Membership of Chartered Institute of Purchasing & Supply, UK as added advantage.
