Objective of the programme: – The focus of the programme is on providing support to the production and trade in staple food markets between Ghana and Burkina Faso, and between Nigeria and Niger. The programme will work to enable policies that allow for equitable and efficient regional market development and will aim to tackle the cause of multiple market failures by deploying carefully targeted interventions across the region. The anticipated outcomes of the five year project are: better business models for agricultural production; better business models for agricultural marketing and; agriculture and trade policies and regulations rationalised and improved. – The programme consists of two main activities; 1) A Challenge fund to provide finance to innovative business models in food production and marketing and; 2) A Policy Facility to provide evidence, analysis and advocacy for policy and regulatory reform.
Duties and Responsibilities:
• Establishing robust and transparent financial management procedures in line with donor guidelines
• Develop challenge fund and policy facility fund polices, systems and procedures
• Develop the fund eligibility criteria
• Provide oversight of the two funds – challenge fund and policy facility – and ensure a relationship is maintained between them both
• Supervise grant officers
• Manage day-to-day financial operations of the project
• Develop sound accounting and risk management processes and systems
• Develop sound project auditing interventions
• Develop strategies for fraud mitigation
• Develop and manage a strategy for accurate monthly financial forecasting
• Develop financial reports for the project
• Work with different project members to keep abreast of fund allocation and usage
• Contribute to efforts in meeting donor reporting requirements as well as reporting to London home office
Requirements:
• A post graduate business degree and at least 10 years of senior management in finance or accounting
• Previous experience managing challenge/grant funds on donor-funded projects, preferably in the agricultural sector
• Solid risk and fraud management experience
• Solid experience in managing large donor projects
• Solid track record in developing robust finance management systems and processes
• Understanding of key approaches to monitoring and evaluation and the delivery of value for money
• Experience working in West Africa
• Fluency in English and French (both written and oral) is essential
• Excellent communication skills
