MISSIONS: Providing engineering dossiers with multidisciplinary inputs ensurings consistency for bid purposes and compliance to specifications/rules/procedures and to achieve the design of drilling platform, Interfaces & Sealines, cables, modules, Tie-in & modification on existing platforms fit for the purpose, on time and on budget.
ACTIVITIES: – PRE FID
• To bridge the optimization study with the basic engineering ensuring proper and through consistency.
• To develop and ensure proper review of ex E, Ex D and other technical aspects of the CFT and to lead CPy clarifications on these aspects
• To develop the already prepared ITT/CFT integrating the perspective derived from identified gaps in technical elements including the optimization study and to upgrade the CFT to acceptable bidding quality in line with contracts.
• To ensure implementation of the general specifications throughout the CFT (including review process), contract negotiations and subsequent execution of the work while ensuring coordination, synergy and coherency with all the packages.
• To ensure the acceptance of the design dossier by the bidders and ensure eventual endorsement of the design dossier by the selected bidders.
• To evaluate and control the technical and project risks of the package associated with the project development with assistance from project team.
• To organize all HSE aspects applicable to the package including (but not limited to) HAZID / HAZOP / PTR project audit results ; ensuring implementation of agreed answers to findings ensuring the reliability and the safety of the future installation (and staff) and the environment protection. All in accordance with HSE requirements.
• Ensure feedbacks from industry and client's other operating fields are available and accounted for in the agreed contract for the package and subsequent work execution.
- AFTER FID
• To manage a multi-disciplinary technical team efficiently and in a good working spirit
• To anticipate the problems that may arise, and be prepared to re-act quickly
• To participate to the preparation of organization chart in line with the size of the project and participate to recruitment of adequate resources to get the required quality of the deliverables
• To have the working procedures issued
• To set a plan with the Engineering Contractor to have all deliverables issued on time and check it on a regular basis
• To organize and control regular checking of the quality of the deliverables
• To check that the design is developed in line with the pre-project and the statement of requirements
• To organize, control and check the inter-discipline coordination and the co-ordination with other sections of the project
• To make the necessary technical arbitration between the different disciplines in case of conflict interests and keep all parties informed
• To report to the Package Manager on a regular basis and when decisions with an impact on the strategy of the project are needed
• To liaise with safety consultant, QA consultant, Operator Rep., Commissioning Manager, to ensure that the plant is safe, operable and maintainable
• To implement quality assurance procedures
• To interface with people working in a large range of trades ( operations, commissioning, flow assurance, the affiliate, cost, schedule, procurement, contracts, construction, quality assurance, etc, ...)
• Organize weekly and/or monthly coordination meetings with Engineering Contractor as appropriate.
• Ensure Engineering Contractor provides proper reporting of the progress of his activities.
• During CFT stage and till FID he will be supported in above tasks with additional technical support from resources shared with project such as Discipline engineers, Project control manager, Planner, Venture management all mobilised to the project in Lagos or from COMPANY corporate services.
- OTHER ACTIVITIES
• Is responsible for compliance with industry LDT & COMPANY specifications in the design of the facilities
• As Company Representative, has the overall responsibility for the management of HSE issues at engineering office
• To demonstrate top down leadership of all HSE matters to his team
• To ensure that HSE is given the highest priority and safety engineering requirements are systematically implemented in design.
• To review CONTRACTOR HSE performance, report HSE data to Project manager as per Project procedure(s), and when appropriate take corrective actions. Promote HSE awareness of workforce at all levels through pro-active attitude (site tour management, HSE meetings, incentives actions,...) within Project team and Contractors
• To ensure that all Company personnel and visitors know, understand and comply with safety regulations in engineering office, and have received adequate HSE training.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Qualification: MSc in engineering that relates to industry at large and preferably to Petroleum industry activities (such as Mechanical Engineering) ; ideally the candidate will also be a chartered Engineer (such as CEng MICE) ; education will have been complemented by professional trainings during his professional experience.
Professional experience: Must have at least 10 years experience in the Oil & Gas industry for offshore works with responsibilities including small to medium size team management, engineering and construction / fabrication site experience for EPC projects. Should have Experience of multidiscipline Projects. Good motivational skills. Sound organization ability and respect for planning and budgets. Should also have some knowledge of international design codes / standards.
