Jukka Riikonen, the Helsinki police chief, said that the country's largest police force might have to lay off its entire personnel in stages for a week late this year.
Riikonen said the force's expenditure exceeded its appropriation for this year to the tune of about two million euros.
The final layoff decision will be taken by the police administration.
Riikonen added that the force could cope with high-priority policing despite the cash shortage.
