The Head of the Civil Service of the Federation, Alhaji Bukar Goni Aji, stated this in Abuja when he declared open a four day workshop on Gap-Analysis for Human Resources Role Players on Integrated Personnel and Pay roll Information Systems service-wide.

The Head of Service said further that "235 Ministries, Departments and Agencies have fully enrolled in the IPPIS, scheme", stressing further that "The workshop aims to sensitize and boast team building gap analysis and harmonization process of human resources modules."

With this development, the Head of Service said that 85 percent of the IPPIS modules on payroll emolument were now operational while less than 15 percent of the human resources component is functional.

Alhaji Aji informed participants that the workshop was not only designed to institutionalize the specific Human Resources Business Processes but to also provide institutional and personnel capacity to create synergy among stakeholders.

Contrary to belief in some quarters, the Head of Service said that IPPIS is not about salaries alone, but encompasses all aspects of a worker's career from start to the level of retirement.

He stressed further that the scheme was not aimed at witch-hunting a section of the public service, but rather government's persistent and concerted efforts towards reducing wastages and financial leakages in personnel cost management.

The Head of Service urged all civil servants to ensure the full implementation of the scheme as directed by President Goodluck Jonathan in order to ensure accurate and proper repositioning of the emolument system for the public service workers.

Earlier, the Permanent Secretary, Career Management Office, in the Office of the Head of the Civil Service of the Federation, Dr. Ezekiel Oyemomi, explained that IPPIS was one of the Federal Government's reform initiative designed to undertake human resources management activities, from recruitment to separation, including payroll and pension process.

He added that the objective of the scheme was to facilitate planning, and budgeting, monitor monthly payment of staff emoluments against what was provided for in the budget, ensure database integrity and facilitate easy storage, updating and retrieval of personnel records for administrative and pension processes.

Deadlines always make things faster so I believe we should see the positive side to that. It will make a lot of sense to that.
