Job Title: Promoting Financial Services and Economic Development

Location: Northern Nigeria

Mercy Corps has been working in Nigeria since 2012. With a team of over 12 people, our country programs currently focus on conflict mitigation, economic development, girls' education, and girls' financial inclusion. Mercy Corps Nigeria is launching two new programs, in consortium with other NGOs, aimed at promoting household economic development and financial inclusion:

Under the Growing Incomes and Rural Markets for Agriculture (GIRMA) program, led by Catholic Relief Services, Mercy Corps will help households grow their incomes by building skills and employment readiness to more effectively participate in market opportunities.

Activities:

1.   Design participative market opportunities survey

2.   Develop and test tools for assessing labor markets and financial services in key geographies.

3.   Conduct analysis to understand the barriers to the use of financial services according to age groups, vulnerability level, intercourse, and geographical location

4.   Map and assess viability of potential microfinance bank (MFB) partners.

Methodology: The consultant should adapt Mercy Corps existing labor market assessment tools, as well as other relevant tools available from consortium partners.

Consultant Deliverables:

The consultant will deliver the following set of written deliverables to Mercy Corps:

• Tools for assessing labor markets and financial services in key geographies;

• List of potential MFB partners.

• Participative market opportunities survey form

• Analysis brief to understand the barriers to the use of financial services

• Map and assess viability of potential microfinance bank (MFB) partners.

Organizational support: The consultant will be supervised by Mercy Corps Nigeria's Country Representative, who can provide background information on these two programs. Members of Mercy Corps' Technical Support Unit (based in the US and Europe) can provide limited remote technical support, if required.

Timeframe / Schedule:

•   Mercy Corps anticipates that this assignment will require 24 days, based on a 6 day work week, subject to discussion and agreement with the consultant. The workplan is roughly outlined below:

•   Design of participative market opportunities survey 2 days

•   Develop and test tools for assessing labor markets and financial services in target GIRMA geographies 10 days

•   Analysis to understand the barriers to the use of financial services according to age groups, vulnerability level, intercourse, and geographical location 6 days

•   Map and assess viability of potential microfinance bank (MFB) partners (GIRMA). 6 days

•   TOTAL 24 days
