The Voice Secondment Program (VSP) is a capacity enhancement program for civil servants from constituent government agencies particularly from countries classified as Low Income Countries. The main objectives of the Voice Secondment Program are to assist with Bank's relations with their constituencies, to strengthen the ability of the capitals to provide timely and adequate feedback, and to increase knowledge of officials from Developing and Transition Countries (DTCs) on Bank procedures, products and operations.
Expected outcomes include:
• More systematic and regular feedback from the constituencies on key issues.
• Substantial involvement in key policy issues.
• Significant improvement in the dialogue between the Bank and the constituent countries.
• Better informed constituencies that can make maximum use of the resources and opportunities available not just at the Bank but also from other aid agencies.
What are we looking for?
The World Bank seeks nominees that meet any of the following criteria:
• have been identified as focal agents working in focal agencies or an agency, or in any agency dealing with critical economic reform or economic management-related issues;
• have worked in the focal agency dealing with Bank and other donors' programs and projects as a key activity for at least one year. Thus having an adequate level of familiarity with Bank operations, lending instruments, project cycle, and so on;
• and the following applies to all:
o be expected to continue to work within the focal agency for the next two to three years following secondment.
o to ensure work continuity in the sending country, only one staff per agency would participate in the secondment program at a time.
o Participants should hold minimum of Bachelors Degree or above.
o Participant to have minimum of low intermediate level of English language competency.
Are you eligible?
The VSP is a nomination process and the nominations are called by each country's respective Executive Director in early February each year.
Nominating agencies should look for officials from either of the following group of countries:
• Countries for ED's offices representing eight or more Developing and Transition Countries (DTCs);
• Countries classified as Low Income Countries Under Stress (LICUS);
• Countries with a Poverty Reduction Strategy Paper (PRSP) process;
• Other countries not in the categories above which have expressed a strong interest to participate in the program or have expressed the willingness to help meet some of the related costs.
How to apply?
VSP is a nomination process and does not solicit individual applications. The "focal agency" will be called to nominate a candidate by the Executive Director of the country.
Funding:
The VSP Program covers the following costs of the Participants:
• Settling-in Grant
• Living Allowance – based on Washington DC per-diem rate
• Housing Allowance – based on Washington DC rental rates
• Limited Medial Coverage
• One operational travel as part of the work program
Host Units cover the indirect costs such as:
• Office space
• Computing
• Communications
Releasing Agencies cover Participant Salary.
