WYG International have been shortlisted for a re-launch of the project "TA Service Contract for Implementation of Support to Federal Governance Reform Programme in Five Federal Agencies in Abuja, Nigeria". The project has the objective of contributing to poverty reduction in Nigeria through promotion of public sector policy and efficiency in public service administration in order to enhance service delivery. Please see the ToR below.
We are currently seeking a Team Leader & Public Institutions Expert to join us for this tender, whose overall responsibility will be to ensure the smooth running and timely implementation of the technical components of the project and efficient use of project personnel. As Team Leader, the candidate will have to meet the following criteria:
Qualifications and skills:
• Advanced University Degree (MA/MSc/PHD) in any of: Public Administration, Management Studies, Development Studies or directly related discipline. First University Degree in any of: Public Administration, Management Studies, Development Studies or directly related discipline with at least 15 years working experience with the management of public administration programmes may be considered in lieu of the advanced degree;
• Excellent verbal and written communication skills in English;
• Proficiency in basic computer programmes (i.e. Word, Excel, PowerPoint, Internet browsing);
General professional experience:
• Minimum 10 years professional experience in management with public sector institutions.
• Minimum 2 years working experience in Sub-Saharan Africa;
Specific professional experience:
• Minimum 5 years relevant working experience in any or combination of the following fields:
• Public administration reforms including institutional capacity building;
• Policy development, planning and implementation in public sector institutions;
• Formulation of institutional and legal framework for public sector reform;
• Implementation of personnel payroll component of Integrated Personnel & Payroll Information System (IPPIS);
Previous experience in preparation, implementation, monitoring and evaluation of EU/donor funded programmes would be an asset.
The project is expected to be 36 months in duration. The Team Leader/Public Institutions Expert will be required for an input of around 660 person-days over this period. The project will be based at the Office of Head of Civil Service of the Federation (OHCSF) in Nigeria.
