The Education Sector Support Programme in Nigeria (ESSPIN) is a six-year UK government funded programme designed to provide strategic technical assistance to support education reform at Federal level in up to 6 Lead States.

The Teacher Development Programme (TDP) is a six-year UK government funded programme designed to provide strategic technical assistance at Federal level in up to 6 Lead States on teachers' skills improvement. It aims ultimately at improving student learning.

The Facility Officer is responsible for ensuring due process is observed in the procurement of items such as vehicles, generators, ICT equipment, a database of all assets established and for the proper and timely maintenance of all equipment purchased/leased with programme funds.

Job Description:

Accountabilities:

• Support the Deputy Operations Manager in the management of Abuja office, Abuja residences and Abuja Guest Houses and oversee the purchase of all furniture and equipment, ensuring that the programme obtains value for money to the satisfaction of the Abuja Procurement Committee;

• Support the Deputy Operations Manager in planning best allocation and utilisation of space and resources for new buildings or re-organising current premises;

• Check and ensure that agreed work by contractors has been completed satisfactorily and following up on any deficiencies;

• Maintain a list of indicative prices for purchase of frequently required items under the programme and periodically update giving required feedbacks to the Deputy Operations Manager and the Abuja Procurement Committee;

• Preparation of all payment vouchers and purchase orders as well as ensuring the timely settlement of all undisputed sub-contractor invoices;

• Directly responsible for managing the ESSPIN Abuja office and guest house and ensuring that the office is safe for work and all IMS policies are complied with;

• Undertake proactive inspection and maintenance of all Programme facilities and equipment;

• Take prompt follow up actions on periodic internal maintenance reports and any complaints;

• Serve as the first point of call for all Abuja office, Guest houses and residences' issues;

• Ensure timely replenishment of Office consumables e.g Diesel, Toners, gas, etc for smooth running of the office and Guest houses;

• Supervise and support the two office support staff reporting to you – Front Desk Officer & Office Caretaker;

• Monitor and keep accurate records of the Programme Asset & inventory Registers;

• Maintenance of a database of all items purchased;

• Establish a good working relationship with suppliers, including the establishment of maintenance agreements for items such as generators, ICT equipment etc.;

• Establish/identify and liaise with all Utility and Service providers to manage and ensure all services are running smoothly without any disruption to core activities;

• Managing and providing supervision for staff at ESSPIN & TDP guest houses and residences;

• Establish good and considerate working relationships with all staff in the organisation, demonstrating respect for their own roles and responsibilities.

Candidate Specification:

Special relationships and contacts: Establish and maintain good working relationships with all colleagues working in the programme as well as managing the working relationship with external suppliers.

Essential competencies/skills:

• Good procurement & facilities Management skills and experience

• Good IT skills and confidence/proficiency in all Microsoft packages

• Attention to detail and accuracy

• Ability to negotiate with potential suppliers to ensure best possible value for money

• Pro-active approach to ensuring maintenance of all programme equipment

• Ability to effectively line manage support staff

• Ability to work across the country and to be able to travel when required to do so.

• Willingness to be flexible and prepared to contribute to the organisation in other duties as required

Required academic/professional qualifications, training and experience:

• Preferably educated to degree level or equivalent

• Relevant professional qualification in procurement

• Previous experience in establishing offices/houses

• Good knowledge of issues around Office/Facilities management desirable
