Job Description:
The Quality Manager advises and supports Site Lead Management in its responsibility for quality management, the quality plan and project-specific quality issues as well as quality controls applied to on-site construction, field erection and commissioning activities of all engineering disciplines. He or she acts as the Siemens contact person for all matters of quality assurance on site.
General, superordinate tasks and duties (within his or her own scope of responsibility): – Ensure compliance with the environmental, fire protection and occupational health & safety regulations. – Ensure definition of and compliance with the requirements governing quality, time schedules (deadlines) and costs. – Ensure compliance with the data protection and information security requirements governing e.g. personnel data,design calculations, costings and proposals (bids). – Ensure experience and information feedback (via e.g. CAPA and PCM). – Maintain and update the List of Open Points (WeB LOP). – Provide support for project site-specific reporting (e.g. daily, weekly and monthly reports).
Further tasks and duties of the Quality Engineer:
• Identification and documentation of problems in products, processes and the quality program:
• Representing the quality management system vis-à-vis the customer/owner and regulatory authorities; maintaining direct contact with the customer's/owner's designated representative at the project site for the purpose of achieving immediate and non-bureaucratic clarification of general on-site problems of quality management.
• Planning and performance of audits and reviews at EC suppliers (as well as Consortium Members 1) ) on site, tracking of deviations/non-conformances identified and providing support for internal audits (see Process Procedure P03-D006).
• Monitoring /advising (sub)suppliers (and consortium members) for compliance with quality management system requirements agreed to in the given contract (in FQP and for NDE); controls shall be implemented in accordance with the project-specific specifications on a random, spot- inspection basis and in parallel over the entire course of site activities. One area of emphasis shall be the performance and inspection of welds.
• Reporting on QA/QC activities within the framework of weekly and monthly reporting by Site Lead Management directly to the back office.
• Initiation, proposal and provision of solutions to quality problems:
• Supporting and advising site management (as well as the site managers of consortium members1)) effective implementation of the Quality Management System (planning and performance of audits of consortium members at the project site, including tracking of deviations/non-conformances detected, as well as support for internal audits
• Coordination with respect to QA/QC of consortium members at the project site
• Verification of performance of corrective and preventive actions.
• Control of further processing, supply, installation and operation of nonconforming products until their repair or replacement:
• When requested, provision of support for review of certificates associated with supplied components, e.g. factory documentation and material certificates as well as ID-stamping of parts.
• Administration of nonconformance reports (NCR); maintaining a list of nonconformances and follow-up of these items until clarified with the customer/owner and eliminated.
• Cooperation with third-party organizations for acceptance inspections and testing.
• Submittal of requests to Site Lead Management to cease nonconforming work or to directly order that nonconforming work be ceased.
• Responsible for monitoring performance of weld inspections and nondestructive examinations, and performance of further QC activities coordinated and agreed with site management.
• Coordinating and monitoring document controlling of design documentation at the project site as well as use of the site document archive in accordance with Process Procedure P07-054. Driving and monitoring (random spotchecks) compilation of site technical documentation with the support of the Site Document Controller (the tasks and responsibilities of the Site Document Controller are defined in Process Procedure P07-054).
• Cooperation with the Quality Manager in the Project (QMiP) on project quality issues.
