Job description:
• Our client is a deep offshore development located in block OML130 in Nigeria.
• The development is located 150 km from the coast in 1550 m water depth and includes a spread moored FPSO of 240 POB, associated offloading calm buoy, 2 productions loops connecting six subsea manifold with 21 production wells and 3 injection lines connecting 23 water injection wells.
• A 20km gas export line ties in to the Akpo export pipeline to Amenam. Production at plateau is 200 kBPD of oil, 456 kBPD of water and 4.6 Mm3/d of gas export.
• The Field Development Plan was approved in March 2009, Basic Engineering studies in Nigeria was carried out from Q3 2009 to Q4 2010.
• Tender and Preparation of main contracts have been signed in Q2 2013.
• The management integrated project is located in Lagos
Job:
The missions of the Service holder are:
• Contribute to the definition and implementation of an effective HSE policy – covering protection of personnel, care for the environment and preservation of installations – and related reference system.
• Participate in preparation of HSE documents required by authorities, Total and Partners. Contribute, in particular, HSE reports and liaise with DGEP PJC MSO and TEPNG DW HSE Dept.
• Coordinate and report HSE activities in the Project (PMT and Packages)
• Collect the Lessons Learnt (LL) & provide actions plan for REX from the Corporate, Cascade LL into the project (from construction to Operation).
• Tracking of actions from Audits, Studies, PTR , SPOT reviews etc
• Follow-up on HSE Improvement Plan
Ensures that all cases (Incidents, downgraded, action plans, etc.) are properly filed in SYNERGI, monitoring of relevant analysis, issue and follow-up on improvement recommendations made to Project Management
• Facilitate, track and report implementation of HSE investigations, verification audits, corporate risk management tools, techniques and programs to assure asset and operational integrity
• Prepares the weekly HSE highlights, and on a monthly basis, the HSE aspects of the Project Report.
• Liaise with all Project Packages at different levels to ensure consistency of HSE statistics and reporting.
• Monitors the timely reporting of all reportable incidents and accidents to the Regulatory Authorities.
• Ensure the follow-up and execution of actions determined after incident, accident, audit and inspection analyses.
• Coordinate Project reporting system on incidents, accidents, anomalies and HSE leading indicators
• Participates in development and maintenance of HSE Procedures in compliance with DGEP, National,
International Standards and Company Policies.
• Participate in project technical reviews, to study and provide recommendations and guidelines in terms of Safety and Environment for the project, and ensure that HSE content of the project is adequately addressed, and the shortcomings rectified
• Take part in HSE audits of Construction activities; check on their conformity to reference documents.
• Ensure tracking and prepare Quarterly reports on implementation of HSE performance improvement actions
• Collate and track Lessons Learnt on REX
• Carries out any other duties/projects that may be assigned to him/her by the Hierarchy.

• To report to Management on any issue they may face or observe and propose way of improvement.

Performance reporting: Ensuring timely reporting of HSE Activities
• Accident / Incident Reporting: Ensuring a proper follow up & feedback of "serious accident/ incident investigation",
• Audit and Inspections: Assists in auditing the contractor HSE management system for compliance with the Project HSE Plan
• Identifying underlying trends in safety performance and proposing initiatives to improve safety management
Requirements:
• Bachelor degree in Engineering/Technology/Sciences or equivalent with 3-5 years experience.
• Studious and Analytical mind.
• Need to be a team player, rigorous and objective. Need to have good presentation skills and some leadership skills for meeting. Need also organisational ability, good communication & interpersonal skills, with proficiency in typical office applications (Word, Excel, and PowerPoint)
