The British High Commission in Abuja has the following vacancy within the Chancery Section:
General: Criminal Justice Team
A Programme Manager on a fixed term contract till 31 March, 2015 to work in its Criminal Justice Team. The Programme manager function sits within the Criminal Justice Team of the British High Commission, and is part of the FCO's Justice and Human Rights Partnership working to establish a functioning Nigerian Criminal Justice System in relation to complex cases.
Working to the Head of Criminal Justice Team the successful candidate will be responsible for the following duties:
• Maintain the development and implementation of specific aspects of the Criminal Justice Campaign plan;
• Designing and delivering criminal justice capacity building activities involving: prosecutions, trials and detention;
• Developing and coordinating implementation plans for individual projects within the programme, including risk management strategies;
• Building and maintaining relationships with the FCO CTD Policy Manager, Fund Programme manager, and other key project stakeholders;
• Coordinating UK efforts with other international donors, seeking areas of synergy and opportunities for burden sharing;
• Maintaining and developing contacts with key programme interlocutors, opinion formers in government, political circles, and research institutes;
• Line management of the Assistant Programme Manager;
• Managing the budget for the portfolio of projects within the criminal justice programme, ensuring FCO compliance on the issue of those finances, and submitting regular financial returns to London;
• Regular reporting progress of the programme to London in accordance with FCO procedures;
• Ensuring that all key programme management tasks relating to the portfolio are carried out in accordance with FCO rules, procedures and best practise and ensuring that all corporate reporting is delivered on time to London and to standards required;
• Adopting identified good practice and reporting points of learning to London.
Qualities needed:
The successful candidate will have considerable personal responsibility and will need to demonstrate drive, commitment and sound judgement. In particular the successful candidate will have:
• Previous experience of implementing programmes overseas (preferably in Nigeria)
• Financial compliance and reporting
• Risk assessment and management
• Stakeholder/beneficiary engagement and influence
• Managing local partners and delivery agents
• Contracting/Procurement
• Monitoring, evaluation and impact assessment
• Readiness to travel throughout Nigeria for extended periods to assess, inspect and evaluate the progress of projects.
• Must be able to achieve UK security clearance requirements (A British Passport holder or someone who has lived in the UK for more than 5 years)
This is a full time position, with core working hours between 8am – 4:00pm, Monday to Thursday and 8am – 1.00pm on Friday – but you will need to be flexible about your hours when the need arises. The job will be graded C4(L) with a monthly gross salary of N631,985.00 including allowances. Successful candidates who are not liable to pay Nigerian tax will be subject to a 10 % notional tax deduction on the basic salary. The salary will be paid in Naira.
