Nationality: Applicants must have the nationality of a country which has diplomatic relations with the Japanese government. Stateless persons can be applicants, too. Academic Background: Applicants must be a graduate from a Japanese university or have academic ability equal or superior to that of a Japanese university graduate. A person will be deemed to have academic ability equal or superior to that of a university graduate, if he/she
a-has completed or will complete a 16-year school curriculum in a foreign country (or an 18-year school curriculum if he/she desires to enroll in a doctoral course in the field of medicine, dentistry or veterinary science, or pharmacy which is founded on a 6-year department or faculty); or
b-is or will be aged 22 or older and has taken an individual entrance qualification examination and has been judged by a Japanese graduate school as being equal or superior in academic ability to a university graduate (or 24 or older if he/she desires to enroll in a doctoral course in the field of medicine, dentistry or veterinary science, or pharmacy which is founded on a 6-year department or faculty).
Japanese Language: Applicants must be willing to learn the Japanese language, interested in Japan and enthusiastic about deepening their understanding of Japan after arriving, and capable of engaging in study and research while adapting themselves to life in Japan.
Health: Applicants must be physically and mentally healthy enough to take graduate studies at universities in Japan.
Arrival in Japan: In principle, applicants must be able to arrive in Japan between the 1st and 7th of April 2015, or within two weeks of the date set by the receiving university for the beginning of the semester (in principle, in September or October).
Visa Requirement: In principle, selected applicants must acquire "College Student" visas before entering Japan. The visas should be issued at the Japanese legation, located in the country of applicants' nationality. Applicants who change their resident status to any status other than "College Student" after their arrival in Japan will immediately lose their status as Japanese government scholarship student.
Applicants who meet any or all of the following conditions are not eligible. If identified after acceptance of the scholarship grantees, the applicants will be required to withdraw from the scholarship:
1) If an applicant is a service member or a civilian employee registered on the active military list at the time of his/her arrival in Japan;
2) Those who cannot arrive in Japan during the period designated by MEXT or the accepting university;
3) If an applicant is a previous recipient of a Japanese government scholarship, and, does not have educational research experience more than three years from the first day of the month following the final payment of the previous scholarship to the beginning of the payment of this scholarship, as of April 1, 2015. This does not apply to the past recipient of scholarships who have graduated or are to graduate their universities in their countries and the past students under the Yang Leaders Program;
4) If an applicant is, in principle, currently enrolled in a Japanese university or other type of school with the resident status of "College Student," or will be enrolled in a Japanese university, etc. as another source or self-financed international student between the time of application for this scholarship in his/her country and the time the scholarship period is due to begin. -In a case where a grantee will enroll as a research student, part-time non-degree student, or auditor, etc. (hereinafter referred to as "Research Student (no-regular student") after coming to Japan:
1) If a grantee comes to Japan in April 2015, his/her scholarship will be payable for 24 months from April 2015 through March 2017;
2) If a grantee comes to Japan in October 2015, his/her scholarship will be payable for 18 months from October 2015 through March 2017.
(In either case, the above-mentioned term of scholarship includes a 6-month Japanese language training period for grantees who require such training)
-If a grantee enrolls as regular student in a master's course, doctoral course, or professional graduate course for a degree after coming to Japan, regardless of the time of his/her arrival in Japan the scholarship will be payable for a period necessary for him/her to complete his/her regular course (standard course term). (Plus a 6-month Japanese language training period for the grantees who need such training.)
The extension of scholarship period: If a grantee desires to proceed to a regular graduate course for a degree from a Research Student (non-degree) course, or to a doctoral course from a master's course or a professional graduate course, he/she may have the term of his/her scholarship extended upon successful examination by MEXT provided that he/she has outstanding academic achievement that meets certain criteria.
What does it cover?Allowance: Each grantee will be provided monthly with 143,000 yen (Research Students(non-regular students),144,000yen (regular students in Master's courses or professional graduate courses), or 145,000yen(regular students in doctoral courses). An additional monthly stipend of 2,000 or 3,000 yen may be provided to those undertaking study or research in specially designated regions. However, the amount of allowance will be subject to change depending upon the annual budget of the Japanese government for each fiscal year. The scholarship will not be paid to a grantee who takes a leave of absence or is long absent from the assigned university or the preparatory Japanese-teaching institution.
Traveling Costs:
-Transportation to Japan: Each grantee will be supplied in general, according to his/her itinerary and route as designated by MEXT, with an economy-class airplane ticket from the international airport nearest to his/her home address to the New Tokyo International Airport or any other international airport that the assigned university usually uses. Expenses such as domestic transportation from his/her home address to the international airport, airport tax, airport usage fees, special taxes on travel, or inland transportation within Japan will not be supplied.
Transportation from Japan: The grantee who returns to his/her home country within the fixed period after the expiration of his/her scholarship will be supplied, in general, upon application, with an economy-class airplane ticket for the travel from the New Tokyo International Airport (or any other international airport that the assigned university uses as a normal route) to the international airport nearest to his/her home address.
Note 1: If a grantee returns home without an extension though having applied for extension of scholarship period, he/she will not be paid travel expenses to return home in general.
Note 2: Insurance premiums for travel to/from Japan shall be borne by the grantee.
Note 3: If a grantee continues to stay in Japan after the scholarship period has ended, he/she will not be paid travel expenses to return home as the temporary return.
School Fees: Fees for matriculation, tuition and entrance examinations at a university will be paid by the Japanese government. If the grantee moves on to higher education as a non-degree student or fails the entrance examinations, he/she will pay for entrance examinations.
Selection Criteria: In cooperation with the governments of the applicants' countries the Japanese diplomatic mission will conduct primary screening of applicants by means of submitted application documents, written examinations (language) and interviews. The following policy will apply to each screening:
-Application documents: Must show that the applicant obtained academic achievement higher than a certain level at the university he/she last graduated from, and state the applicant's desired research program in a detailed and concrete manner.
-Written examination: Must show that the applicant obtained scores better than a certain level either in Japanese or English.
-Interview: Must reveal that the applicant has a clear sense of purpose relating to his/her study in Japan and has gathered information about Japanese universities. Interview must also reveal that the applicant has sufficient Japanese or English language ability to communicate with his/her adviser in Japan. If the applicant desires to study a subject that requires higher Japanese language proficiency, interview must reveal that the applicant has a considerable degree of Japanese language proficiency.
Notification: Results of the primary screening will be notified on the date separately designated by the Japanese diplomatic mission. Each person who has passed this primary screening is required to contact directly the Japanese university of his/her choice in order to obtain admission as regular student for a degree or Research Student(non-regular student)in graduate courses, or a letter of provisional acceptance as a research student (hereinafter referred to as "Admission") by the 29th of August. In order to obtain Admission, candidates can gain information on contact office for international students of each university, websites to search universities and researchers, etc. from the Japanese diplomatic mission. Candidates are not allowed to contact Japanese universities after the 30th of August. Each candidate must submit to the university of his/her choice a set of the documents that are submitted to and returned by the Japanese diplomatic mission (application, academic transcript of the university attended, research program plan, etc.) all with a confirmation seal of the Japanese diplomatic mission affixed, and a certificate of the primary selection issued by the Japanese diplomatic mission. Additional documents may have to be submitted upon request of the university. MEXT will conduct a secondary screening based on the results of the primary screening conducted by the Japanese diplomatic mission, and select applicants as MEXT scholarship grantees whose placement of universities was made.

The civil war in Syria already appears to have drawn more foreign fighters than the Soviet occupation of Afghanistan in the 1980s, and may prove an even more dangerous incubator for terrorism in the long run, according to a new report by a private security company.

The greatest concern about terrorism resides in the perhaps 3,000 fighters the report says traveled to Syria from Western countries to fight with rebel groups dominated by Islamic extremists. "Leaving aside what may happen in Syria, if al-Qaeda can maintain a network of even a small number of motivated returnees, or recruit fighters to its terrorist agenda while they are still in Syria, it may once more pose a significant global threat," the report says.
Most of the foreign fighters in Syria arrived from Arab countries, with 3,000 alone from Tunisia and another 2,500 from Saudi Arabia. But 700 fighters are thought to have traveled to Syria from France; 400 from the U.K.; and around 250 each from Belgium, Australia and Germany, the report says, quoting estimates by the nations ' own governments.
The study says about 70 fighters from the U.S. have traveled to Syria, quoting an FBI statement from May. Last Friday, the conflict recorded its first known American suicide bomber (http://www.nytimes.com/2014/05/31/world/middleeast/american-suicide-bomber-in-syria.html?hpw&rref=world&_r=0), when Moner Mohammad Abusalha, a recent resident of Florida, detonated the truck he was driving in an attack for al-Nusra Front, an extremist Sunni force.
Study author Richard Barrett, a former British intelligence official and U.N. specialist on al-Qaeda, writes that that leaders of groups that attract most foreign fighters — al-Nusra Front, Ahrar al-Sham and the Islamic State of Iraq and Greater Syria (ISIS) (http://content.time.com/time/subscriber/article/0,33009,2159222,00.html) — were previously members of al-Qaeda. He adds that the process of indoctrination in extremist thought may well be accelerated by social media, as young would-be fighters reinforce their views in self-limiting Twitter, Facebook and other feeds. "The progression from foreign fighter to terrorist is not a linear one, nor is it inevitable, and the majority of people who return from the fighting in Syria may pose no terrorist threat," Barrett writes. "But the difficulty remains how to distinguish those who will from those who won't."

MAIDUGURI, Nigeria (AP) — Suspected Boko Haram gunmen have reportedly kidnapped 20 women from a nomadic settlement in northeast Nigeria near the town of Chibok, where the Islamic militants abducted more than 300 schoolgirls and young women on April 15.
Alhaji Tar, a member of the vigilante groups set up to resist Boko Haram's attacks, said the men arrived at noon Thursday in the Garkin Fulani settlement and forced the women to enter their vehicles at gunpoint. He says they drove away to an unknown location in the remote stretch of Borno state. Tar said the group also took three young men who tried to stop the kidnapping.
"We tried to go after them when the news got to us about three hours later, but the vehicles we have could not go far, and the report came to us a little bit late," he said.
In another incident, the Defense Headquarters said Monday that troops prevented raids by Boko Haram this weekend on villages in Borno and neighboring Adamawa state. Soldiers killed more than 50 militants on Saturday night as they were on their way to attack communities, defense spokesman Chris Oluklade said in an emailed statement.
The Nigerian military has come under rising criticism from Nigerians who say they're not protected by the security forces, left to fend off attacks by Boko Haram on their own.
Boko Haram, which wants to establish Islamic state in Nigeria, has been taking over villages in the northeast, killing and terrorizing civilians and political leaders. Thousands of people have been killed in the five-year-old insurgency, more than 2,000 people have been killed so far this year, and an estimated 750,000 Nigerians have been driven from their homes.
In recent weeks, the extremists have used a two-pronged strategy and widened their theater of operation beyond the remote northeast of the country. The group has bombed bus stations and marketplaces in three cities, killing about 250 people, and they are staging daily attacks on northeast villages, killing 20 people one day, and 50 another.
In one incident last week, the militants reportedly killed hundreds of civilians in three villages in the Gwoza local government. Residents said they had requested the military sends troops to protect the area after hearing Boko Haram militants were about to attack, but they said help never came.
The extremists abducted more than 300 girls from the Chibok Government Girls School on April 15, according to the police. Chibok community leader Pogu Bitrus says 57 girls escaped, leaving an estimated 272 still held captive.

She fled Mosul with her husband and four children, and her family's now among the hundreds at the Kurdish site. "The neighbors told us that by 8 a.m. they were in our house." Miriam's husband often worked as a driver for police and army personnel, and friends told them ISIS was making threats against him. "As we left we were stopped at an ISIS checkpoint," she said. "There was one Iraqi and one Syrian."
ISIS is now in control of Mosul as well as stretches of land from Falluja in western Iraq to the eastern edge of Aleppo in Syria. It also controls parts of the Iraq-Syria border.
As ISIS entered Mosul, the national Iraqi army put up little resistance, with many abandoning their posts, stripping off uniforms and leaving weapons and military vehicles — some American-made — in the hands of the militants.
"They came on white pick-up trucks. All of them in the back with their modern weapons," said Loay Annaqi, who also fled Mosul. "As ISIS came in, the army left. They just fired a few mortars."
Annaqi and his family are now staying in one of 100 tents in this camp. The floor and walls are made of plastic sheets and they bake under the harsh Iraqi sun. They don't have running water or electricity. Yet, Annaqi says he never wants to go back to Mosul, fearing ISIS wants to consolidate these lands and establish an Islamic state.
"Every place they go they put up their black flag," said Annaqi.
But most feel safe here in the Kurdish territory. In recent days the well-trained Kurdish Peshmerga fighters have successfully battled ISIS around Kirkuk, the contested oil-rich city in the north, and some here now see Kurdish military strength as a bargaining chip for the sovereignty-seeking Kurds.
As ISIS moves toward Baghdad, Iraqi politicians and religious leaders are calling on citizens to defend their cities, heightening fears that Iraq could face a fresh, all-out civil war along a Sunni-Shi'ite divide. ISIS is a radical Sunni Islamist group too extreme even for al-Qaeda, which distanced itself from the militants last year.
But ISIS has sympathy here. Discontent with the Shi'ite-lead government of Prime Minister Nouri al-Maliki is rife, particularly among the Sunni population. Mosul, Iraq's second largest city, is primarily Sunni. Sitting in a refugee tent, Abu Mohamed, who didn't want to use his real name, says al-Maliki is worse than ISIS.
"Since al-Maliki took over power he did nothing for us. No services. Just jailing people and oppressing people," he said, echoing the complaints of many Iraqi Sunnis. "We have bad, and we have worse."
Mohamed's eldest daughter sits in the corner. Her husband was killed by a militant group in 2012 while he was working with the Iraqi government. But despite losing his son-in-law, Mohamed still says ISIS is better than al-Maliki, revealing deep sectarian tensions.
"I left because I have a family and was worried about the violence to come," said Abu Mohammed. "So far ISIS is not targeting civilians. They target the army, the police and government institutions."
But there have been many reports of attacks and summary executions. The United Nations High Commissioner for Refugees (UNHCR) estimates there are now around 300,000 Iraqis taking refuge in Kurdish territory. Catherine Robinson, a UNHCR spokesperson,says Kurdish residents have welcomed the refugees with blankets, groceries and even hot meals.
However, there are decades of tensions between Iraqi Arabs and Kurds. In their semi-autonomous region, Iraqi Kurds have achieved relative prosperity and security. It's unclear how far the Kurdish welcome will stretch if Arab refugees continue to pour into their territory.
"We are still seeing people crossing the border, leaving the Mosul area, fearing there might be more violence in the coming days," said Robinson. "At this point we are bracing ourselves for more people."

Written by the Bishop of Leeds, the Rt. Revd. Nick Baines, originally for the 2010 FIFA World Cup in South Africa, the prayers ask for celebration and unity in the face of competition, blessings for the host country of Brazil, and all of the nations taking part.
