The USAID-funded $80 million Nigeria Malaria Action Plan for States (MAPS) project is designed to support the Nigeria National Malaria Strategic Plan and National Malaria Control Program (NMCP). The project works in several states to increase the quality, access, and uptake of specific malaria control interventions, including ITNs, ACTs, RDTs, and IPTp to pregnant women. The project engages the public health sector and the formal and informal private health sector to: a) strengthen the management capacity of the State Ministry of Health and Local Government Area health personnel to provide planning and oversight of malaria interventions; b) promote positive malaria-related behaviors through behavior-change communication activities and community mobilization; and c) improve the ability of the focus states and NMCP to effectively monitor and evaluate malaria interventions and use data effectively for decision-making.

Position Summary:   
•   Under the limited direction of the Project Director, the Chief of Party will lead the project; be the key point person to liaise with the donor, USAID, and other key stakeholders nationally and internationally; oversee project objectives and deliverables; and be responsible for subcontractor management.
•   (S)he will manage project design, strategy, implementation, monitoring, and reporting, and will supervise core staff as well as coordinate local and STTA personnel.

Essential Job Functions:   
•   Manage overall project including programmatic, financial, administrative, contractual, donor liaison, communication (project dissemination), and representation functions.
•   Provide overall technical leadership in one or more core content areas and supervise and provide technical support to designated technical and management teams.
•   Establish and maintain close working relationships, partnerships, and coordination with the NMCP, State Ministry of Health, USAID-funded partners, and other stakeholders and partners.
•   Build capacity among stakeholders to manage and implement malaria control programs.
•   Oversee development of annual work plans, budgets, reports, and other deliverables, ensuring all are on time and of high quality.
•   Supervise performance monitoring and evaluation efforts.

Education:   
Masters in one of the following or related fields: Behavior Change Communications or Community Health Education or Development Management or International Development or Mass Communications or Public Health or Social Marketing required or equivalent combination of education and work experience.

Experience:   
•   15 year(s) of relevant experience required
•   Specific Knowledge Requirements:
•   Recognized leader in public health, preferably with experience in the field of malaria or infectious diseases, and possessing a strong core understanding of malaria prevention, interventions, and treatment approaches.
•   Significant experience navigating through the Nigerian government and public health system at local, state, and/or national levels, having credibility with key government and non-government stakeholders.
•   Demonstrated management and supervisory capability in leading large and complex field-based and donor-funded public health projects (preferably in Africa) involving staff of diverse, multi-cultural backgrounds.
•   Experience in institutional capacity development and skills transfer among public, private, and NGO partners.
•   Experience interacting with technical health organizations and international donor agencies, preferably including USAID and or PMI.
•   Consideration will only be given to nationals of Nigeria who possess authorization to work in Nigeria.

Skills:   
•   Must be able to use/perform the following: WordPerfect / MS Word, Lotus / Excel
•   Strong management skills and problem solving skills
•   Excellent inter-personal communication skills
•   Ability to work effectively with government agencies, stakeholders, and decision makers
•   Ability to meet strict deadlines

Supervisory Responsibilities:
The Chief of Party will ultimately be responsible for overseeing - though may not directly supervise - all field staff in Nigeria, including employees in the Abuja office as well as those stationed in (up to) seven state offices.

Equipment To Be Used:
Computers, telephones, photocopiers, projectors, scanners,and portable DVD drives.

Typical Physical Demands:
The physical demands are consistent with an office setting, though the position will require stationary transit times of up to several hours due to routine travel within Abuja for partner and stakeholder meetings as well as to various Nigerian states.

Working Conditions including Travel and Overtime:
Position requires occasional to frequent travel in Abuja and several focus states in Nigeria. Applicants must be willing to work evenings and/or weekends as is required to meet the needs of the program.
