It appeared to depict a landing page for a service called "Tulalip." A message on the page read "With Tulalip, you can find what you need and share what you know easier than ever." It offered options to sign in through Facebook and Twitter. The image appeared briefly on a site with the URL "Socl.com," according to a report on Fusible.com.
